Sr. Proposal Manager/Proposal Writer
Remote Position
EM Key Solutions, Inc. (EMKS) seeks a talented Sr. Proposal Manager/Writer to join our Health Solutions and Information Technology (IT) Team!
The Proposal Manager/Writer will lead, drive, and write the required response (Request For Information [RFI], Request For Quote [RFQ], Request For Proposal [RFP], etc.) while managing a proposal team that supports the preparation and submittal of a winning proposal.
You will be responsible for leading a team in drafting, developing content and solutions, and ensuring the proposal is in compliance with all Federal Acquisition Regulations (FAR) regulations and requirements outlined in the solicitation. Note that this position includes a significant writing component and is not pure proposal management.
Responsibilities include the creation of foundational proposal artifacts (compliance matrix, capability matrix, etc.), the development of technical and management content, and implementing all necessary proposal procedures and governance. The ideal candidate must have excellent interpersonal skills, be able to work well with all levels of the organization, be detail-oriented, be familiar with the Federal Health IT space, and be proficient in programs such as Microsoft Word and Adobe Acrobat. This high-velocity role requires an ability to work under pressure and meet challenging deadlines. Our proposal team also works with technical subject matter experts on developing solutions and white papers, coordinates and collaborates with Capture Teams to develop and document win themes and key messages, and manages documentation and processes.
Duties/Responsibilities:
- Develop and write high-quality proposal content, including technical, management, resumes, past performance, and other narrative volumes.
- Collaborate with proposal contributors and stakeholders to ensure accurate and compliant content.
- Deliver compliant, professionally produced proposals within customer-defined timeframes.
- Actively manage and serve as a central point of contact on assigned proposals, including management of schedule, compliance, content, reviews, and final submission.
- Review RFPs, create proposal outlines, development plans, and schedules, and ensure compliance with RFP requirements.
- Conduct kick-off meetings and color reviews with external partners and stakeholders.
- Work with senior staff and subject matter experts to develop compelling proposal content customized for specific client needs.
- Drive differentiation and compelling winning elements as part of the overall response.
- Interview Subject Matter Experts and independently develop content/writing proposal sections with their assistance/input.
- Review, organize, and edit written documentation to improve clarity.
- Provide final quality control check, including proofreading for grammar, RFP compliance, and conformance to established strategies and plans.
- Manage multiple proposal tasks with sometimes-rapid, sometimes-shifting turnaround deadlines, and independently manage a challenging workload when faced with unexpected changes in priorities and deadlines.
- Review proposals to ensure sections comply with RFP requirements, contain win strategies and win themes, and comply with format and style criteria.
Required Qualifications
- A bachelor's degree (or higher) in English, journalism, creative writing, communication, or a related field is required.
- Experience with marketing professional services and familiarity with Government Contracting and Federal Health IT industry terms, contracts, deliverables, and processes.
- A strong knowledge of and experience in managing Federal RFP and the proposal process.
- Ideal candidates should possess at least 6 years of experience as a proposal team member within the Federal Health and Information Technology contracting, including experience creating proposal content.
- Knowledge of the Federal procurement process and the FAR.
- Excellent language skills, including writing, editing, verbal communication, presentation skills, and exacting attention to detail.
- Advanced skills in Microsoft Office Suite (Word, Excel, PowerPoint), including excellent command of Word (using styles, tables, TOC, sections, etc.), Excel, PowerPoint, and Outlook, and the ability and aptitude to work with SharePoint and Web applications for collaboration and tracking activities.
- Strong organizational skills - i.e., can ensure consistent adherence to processes and maintenance of data files/directories.
- Willingness to be flexible in work hours and demonstrate a commitment to meeting deadlines.
- Resilience in the face of adversity, stress management, and preferably a sense of humor to deal with tense situations are essential.
- Experience with web-based commercially available BD Databases (i.e., GovWin, SAM.gov, Federal Procurement Data System, USA Spending, etc.).
