FEDERAL PROPOSAL MANAGER/WRITER
JOB OVERVIEW
The Federal Proposal Manager/Writer develops and reviews proposal requests, proposal plans, outlines, and schedules, and facilitates the proposal process for multiple subsidiaries/sponsors. The Federal Proposal Manager/Writer will be responsible for developing a range of proposal content that meets proposal terms and conditions as well as quality standards. The incumbent develops proposal content in coordination with the Capture Manager, business development team and executive sponsor's needs.
WHAT YOU'LL BE DOING
- Prepares proposals by determining concept, gathering, and formatting information, and writing drafts and obtaining approvals.
- Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings.
- Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.
- Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.
- Obtains approvals by reviewing proposal with key providers and project managers.
- Participates in activities needed to support the management functions of the team.
- Supervises and provides support to the Federal Proposal Writer.
- Gathers proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
- Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
- Track and report on the status of all proposal components.
- Performs incidental tasks related to the position as well as various duties, as assigned, to support the overall objectives/goals of the team while maintaining a positive attitude.
ABOUT YOU
- Bachelor's Degree.
- Minimum five (5) years of proposal writing experience.
- Minimum two (2) years of government contracting or federal proposal development experience.
- Must have experience and understanding with complying with Government contract regulations.
- Must have strong familiarity with general contract policies and procedures.
- Ability to pass a background and drug screening.
- Demonstrated proficiency with Microsoft Windows, Microsoft Office 365, Skype for Business, and a web collaboration tool such as SharePoint.
- Experience with Alaska Native Corporations preferred.

Alaska Native Corporations are the result of the passage of the Alaska Native Claims Settlement Act, which was signed into law in 1971.
