Location: Hybrid: Within California

Location Status: Work will be performed onsite at our office or remotely by telecommuting up to 1 day per week. Employee will utilize personal phone or internet services to perform telecommuting without reimbursement. Occasional travel to and work from other Race offices or other off-site locations will be required.

Summary:

The Community Development Manager is responsible for overseeing and managing the delivery of services to our customers, ensuring that all operations are carried out efficiently and meet the highest standards of quality and customer satisfaction. This role involves advocating for customers' needs, acting as the primary liaison between internal teams and end customers, managing critical incidents, and providing support to the Community Development team. The Community Development Manager also maintains accurate records, reports on order statuses, and utilizes technical tools to support service delivery processes. A strong commitment to safety, exceptional communication skills, and the ability to work collaboratively in a fast-paced, dynamic environment are essential for success in this position.

The Community Development Manager exercises significant independent judgement, problem solving, and discretion in the development and implementation of service delivery and customer support systems with minimal direct supervision. This individual should be able to communicate and work effectively with external service representatives and internal team members who possess a wide variety of backgrounds, personalities, and communication skills. This individual should be able to work effectively in a dynamic, fast-paced, and evolving environment while effectively managing and motivating team members. This individual must be capable of working independently, as well as collaboratively with other Race team members across teams and levels of our organization.

Qualifications and Experience:

  • Eligibility for US Employment without sponsorship
  • Minimum of 18 years of age
  • A valid driver's license, subject to successful verification through a DMV check, is mandatory
  • Bachelor's degree (B.A./B.S.) in Community Development, Urban Planning, Public Administration, Social Work, Communications, or equivalent education and experience in a related field of study is preferred
  • Minimum of five years of experience in community development, public relations, urban planning, project management, or a related field in the telecom industry preferred
  • Minimum 3 years in a management role required
  • Experience planning, managing, and executing community projects from concept to completion
  • Ability to analyze demographic, economic, or social data to inform project decisions and identify community needs
  • Demonstrated skills to mediate differences and handle community concerns tactfully
  • Familiarity with regulatory requirements, local ordinances, and community development guidelines
  • Mapping and data analysis skills can be advantageous, especially for roles focused on urban planning or economic development
  • Experience working in cross-functional teams, ideally involving collaboration with local stakeholders, field teams, or external agencies
  • The ability to effectively communicate in English, including speaking, reading, writing, and comprehension, as necessary for effective job performance and workplace communication
  • Proficiency in Spanish Language desirable

Essential Duties and Responsibilities:

Community Engagement and Stakeholder Management
  • Serves as the primary liaison between the Race Communications and local communities, including homeowners' associations, municipalities, property managers, and business groups
  • Builds and maintains relationships with local government officials, utility companies, and community organizations to foster collaboration and support for Race Communications projects
  • Addresses community concerns, questions, and feedback about infrastructure projects, proactively managing public perception and handling complaints as they arise
  • Organizes community outreach events, public meetings, and informational sessions to inform and educate residents about upcoming projects and service improvements
Project Coordination and Support
  • Collaborates with internal teams such as Outside Plant (OSP), Field Operations, Engineering, and Permitting to ensure alignment on project goals and timelines
  • Tracks project milestones, monitor progress, and communicate updates to both internal stakeholders and the community, managing expectations and resolving potential delays
  • Anticipates potential challenges and proactively communicate solutions to the community, minimizing disruptions and maintaining goodwill
  • Coordinates with field teams to support smooth execution of installations, upgrades, or maintenance projects within local communities
Conflict Resolution and Issue Management
  • Mediates any conflicts that arise between Race Communications and community members, property managers, or local government officials
  • Quickly addresses issues related to service disruptions, property access, or construction impacts, ensuring Race maintains a positive reputation
  • Provides troubleshooting support and escalation pathways for community concerns, working with technical teams to ensure prompt resolution
Reporting and Documentation
  • Maintains thorough documentation of community interactions, permits, regulatory compliance, and project status
  • Prepares reports for senior management on project progress, community feedback, and potential risks, including insights to inform future project planning
  • Tracks and reports on metrics related to community engagement and project success, measuring the impact of community relations efforts
Brand Representation and Corporate Social Responsibility
  • Represents Race in a professional and positive manner, demonstrating commitment to community well-being and corporate social responsibility (CSR)
  • Promotes the company's values and its commitment to enhancing connectivity and infrastructure in the communities served
Other duties as necessary may include but are not limited to:
  • Successfully complete assigned training and examinations, as well as participate in ongoing performance and development reviews, and goal setting
  • Be available to participate in internal or external meetings, special functions, and professional development opportunities

Managerial Responsibilities:
  • Follows OSP team procedures and guidelines, along with policies outlined in the Race Communications Employee Handbook
  • Supports employees with OSP matters within multiple practices within the department in accordance with the organization's policies and applicable laws.
  • Lead and motivate team members to achieve goals, set performance standards, and provide constructive feedback through regular evaluations
  • Oversee the accurate and timely submission of timecards, ensuring compliance with payroll deadlines, while addressing discrepancies or issues
  • Identify training needs and facilitate professional development to enhance team skills and performance
  • Address conflicts and resolve interpersonal issues within the team, fostering a positive work environment
  • Manage resources effectively, ensure the team has the necessary tools to succeed, and track progress towards clear, aligned objectives
  • Ensure compliance with company policies, procedures, and regulatory requirements, while keeping communication open and transparent with team members
  • Report team performance and project updates to upper management, making adjustments as needed to meet targets
  • Managerial responsibilities include direct supervision of subordinates, along with interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
