We invite you to apply for our IT Analyst III - Enterprise Content Management System Administrator position! This is a Regular (1.0) FTE in the Information Technology Program within our Administrative Services Division.

The Enterprise Content Management System Administrators primary focus will be with the Departments Laserfiche content management and workflow system. This position serves to maintain, innovate, evaluate, design, manage and implement business systems, databases, software and methodologies to enable excellence in the Tacoma Pierce County Health Department. Under technical direction from engineering staff, the focus will be providing advanced problem resolutions, administration and project implementation support.

Some of what you'll do:

  • Perform complex computer system programming, application analysis, development, network administration, data modeling, and database administration activities to maintain the Department's information system.
  • Defines, develop and analyze data systems.
  • Install, test and operationalize basic technology infrastructure and systems utilizing knowledge of how infrastructure and systems interface within the network.
  • Create Windows database system and program utilities to run as multi-user applications on the network.
  • Analyze and modify existing data systems to develop applications, which add functionality to software.
  • Utilize Department's systems to generate large-scale reports.
  • Assist in the support of the Windows server environments, network performance and integrity of the infrastructure.
  • Assist in troubleshooting and maintenance of the LAN, WAN, intranet, back-ups, disaster recovery and other assigned network related hardware and software.
  • Assist in the support of networked routers, access services, cabling and other assigned network related hardware and software.
  • Assist in support of the internal and external email systems.
  • Assist with maintenance of client desktops and respond to assigned help desk requests.
  • Develop stand-alone applications for various program activities.
  • Build data systems, which permit the Department to transmit sensitive and confidential data.
  • Determine system specifications, record layouts and develop procedures to process information, and test multiple approaches to the internal structure of programs to ensure qualitative measures involved in system analysis are properly addressed.
  • Use programming languages to program software from detailed specifications.
  • Utilize knowledge of network operations to address software application, and infrastructure issues.
  • Maintain records and documentation of software designs, system applications, and network infrastructure.
Administrative Services
  • Prioritize and address multiple system analysis projects which are of substantial importance to management or the operation of the department's network and systems.
  • Assist in the selection of software, system design, and hardware decisions related to the wide area network as needed.
  • Conduct investigations and studies to secure data upon which important policy and procedure determinations are based. Review, interpret, and provide input into the development of policies and procedures that affect systems and programs.
  • Lead and coordinate projects, and assist users and IT staff in project planning, implementation, systems configuration, and product purchasing.
  • Coordinate and collaborate with management, users, vendors, contractors and IT staff to analyze, procure, implement, support and maintain various applications issues and/or software systems and assist users in meeting technological needs.
  • Oversee vendors and contractors.
  • Respond to and provide technical expertise to staff; educate users on system/software capabilities.
  • Research and/or troubleshoot system issues.
  • Analyze program needs to provide costing data.
  • Convey highly technical data in layman's terms to users.
  • Consult with senior information system staff to establish and maintain security procedures around sensitive and confidential applications.

Who should apply

Bachelors degree in Computer Science or related field; And, three years of information systems experience involving software systems design and development, programming, system administration and analysis within a network environment; Or the equivalent combination of education and experience. Previous experience leading IT system projects and/or systems design desired.

Equivalencies include:
  • Master's degree and 1 year of relevant experience
  • Associate's degree and 5 years of relevant experience
  • Less than an Associate's degree and 7 years of experience
Desirable:
  • Highly desired to have multiple years of Enterprise Content Management Systems experience with expertise in Laserfiche.

Working Conditions & Physical Requirements

Work Setting:
  • Work is performed almost exclusively indoors in an office environment. Exposure to hazards is limited to those commonly found in government office environments.

Salary: Salary ranges are listed on the job announcement and are based on the unique skills, education, and experience for the position. Salary offers are typically made at the starting pay step and are reviewed annually. You will get an annual cost-of-living adjustment that increases the salary range as well as an annual step increase on your anniveristy date. All salary offers are subject to administrative approval.

Medical, Vision, and Dental Insurance: The Department pays a significant portion of these premiums for employees, their spouse or domestic partner, and dependent children, with an FTE of .80 or greater. Employees with an FTE between .50 and .80 pay a pro-rated portion of their premiums. Medical, vision and dental coverage begins the first day of the month following date of hire.*

Life Insurance: The Department provides a term Life Insurance policy equal to the employee's annual salary, up to a maximum of $50,000.* Affordable voluntary, spouse, and dependent life insurance is also available.

Long Term Disability Insurance (LTD): The Department provides a base LTD policy which provides 40% income replacement for participants who are unable to work due to illness or injury for greater than 180 days. Buy-Up LTD is available at group rates and provides 60% income replacement to participants who are unable to work due to illness or injury for greater than 90 days.

Retirement: Eligible employees participate in the Tacoma Employees' Retirement System (TERS). TERS is a defined retirement benefit plan funded by both the employee and the Department. We also have a 457 Deferred Compensation retirement program available which allows individuals to set aside a portion of their income on a tax deferred basis.
