This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band.
The ZA-3 is equivalent to the GS-11/12 grade levels.
To qualify at the ZA-3 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-9 (or equivalent pay band) level in the Federal service. Specialized experience is defined as:

Duties
As an Interior Designer, you will perform the following duties:
- Establish requirements, draft floor plans, determine cost estimates, project schedules, and acquisition of furnishings. Prepare visual aids, including architectural drawings, sketches, renderings, color boards, and physical models for the presentation of projects.
- Conduct on-site space utilization surveys and implement actions to ensure the full and efficient use of the Department of Commerce assigned space in the Herbert C. Hoover Building (HCHB) and per the space database.
- Prepare procurement packages and act as the contracting officer's representative for all furniture procurements within the facility. Maintaining computer-aided facilities management software database and generating reports. Responsible for all aspects of the space and inventory database including data collection and management.
- Manage renovation and furniture requests and provide technical advice to customers. Serve as the project manager for interior office refurbishments and reconfigurations.
- Responds to requests, complaints, etc. regarding interior design and furniture moves. Present information to customers and work directly with the supervisor to discuss services and processes with upper management.
