Position Summary:

Analytic Services, Inc. (ANSER) is seeking a Counter Weapons of Mass Destruction (WMD) and Improvised Threat Networks (ITN) Joint Strategic Exercise Planner to support the Defense Threat Reduction Agency in Ft. Belvoir, VA. The planner will be responsible for discussion-based and operations-based Assessment, Monitoring, and Evaluation (AM&E) and exercise planning and conduct through a complete Joint Event Life Cycle (JELC). The contractor shall provide assistance in the development and execution of exercises comprised of event design, planning, preparation, execution, and evaluation, to include table-top exercises (TTX), senior leader seminars, and other activities as required.

Day to Day Responsibilities:
  • Develop and/or implement the Government's Counter WMD/ITN exercise integration strategy to identify and potentially close capability gaps for the Joint Force; provide support to distributed training and exercise events to achieve goals of the exercise strategy in support of the customer; assist the Government with the identification and potential mitigation of Counter WMD/ITN capability gaps through the integration/participation /conduct of various exercises and/or training events to support the Joint Staff and Combatant Commands (CCMDs).
  • Provide expertise regarding exercises, training and leader development efforts supporting the customer, the Joint Staff, CCMDs, select Service Component Commands and other DoD organizations as needed.
  • Organizing, coordinating, executing, and supporting meetings, planning exercises, and providing evaluation testing, studies, and crisis support and emergency responses pertaining to Counter WMD/ITN mitigation, response, and recovery operations, this shall include providing support and administration to working groups, conferences, and pre-/post-meeting support.
  • Plan, organize, coordinate, execute and track multiple concurrent training, exercises, TTXs, workshops, seminars, meetings, and conferences.
  • Review agreements, joint plans, and other documents at the strategic, operational, and tactical levels of command and control.
  • Oversee implementation and effectiveness of Counter WMD/ITN incident readiness through participation in and support to the senior level Counter WMD/ITN accident and incident response and recovery exercises and training, and high-level interagency working groups and conferences.
  • Assist in the development, maintenance, execution, and presentation of the Counter WMD/ITN accident and incident response procedures courses.
  • Review, validate, assess, and assist in the development Counter WMD/ITN accident and incident response policy and procedures.
  • Assist the Government in its role as the Joint Staff Doctrinal sponsor of Joint Publication (JP) 3-11 (Operations in CBRN Environments); provide technical review and input to JP 3-40 (Combating WMD) and JP 3-41 (CBRN Consequence Management); and provide general review for more than thirty (30) other JPs with CBRN Defense or CWMD equities.
Required Qualifications:
  • High School Diploma
  • 10 years of practical experience in DOD exercises.
  • 10 or more years of relevant technical area experience.
  • Active Top Secret/SCI Clearance
  • Experience organizing, planning, and executing DOD exercises, and classroom instruction related to Counter WMD/ITN Responses.
  • Demonstrate expertise in support of the planning and execution of Joint CBRN/CWMD defense training at the combatant commands, component commands, Joint task forces, and partner nations.
  • Specialized experience working military capabilities development processes at the Strategic, Operational and Tactical levels.
  • Prior experience in exercise planning, development, and execution efforts inclusive of Full Scale, Command Post, Tabletop Exercises, the Joint Event Life Cycle Management, Planning Conference Organization, Exercise Plan Development and Master Scenario of Events List Development, documenting events (e.g., AARs, programmatic strategic documentation, Master Scenario Events List (MSEL), Joint Training Information Management System (JTIMS), information papers).
  • Must possess excellent verbal and written communication skills.
  • Ability to travel CONUS and OCONUS.
  • Maintain a valid US Passport.
  • Experience with Microsoft Office Suite including Word, Excel, Outlook, PowerPoint.
  • Experience with Adobe Acrobat.
Desired Skills/Education/Experience:
  • Bachelor's or Masters Degree
  • 10+ years' experience on the Joint Staff, OSD, COCOM or Service staff.
  • 5+ years' experience in exercise planning.
  • 5+ years' experience in training.
