Duties
We are hiring a motivated, detail-oriented individual who has an unstoppable drive to tell compelling Veteran and staff stories. As a public affairs specialist (full-time, 120-day detail/temporary promotion) at VA Tennessee Valley Healthcare System, this position is responsible for writing and reviewing stories and articles, developing strategic communication plans and campaigns, and assisting with internal communication needs for 5,200 team members across 23 sites of care in 75 counties in southern Kentucky and middle Tennessee.
The Public Affairs Specialist will perform work involved in establishing and maintaining mutual communication between Federal agencies and the general publics and various other pertinent publics including internal or external, foreign or domestic audiences. The Public Affairs Specialist identifies communication needs and develops informational materials informing appropriate publics of the agency's policies, programs, services and activities; and plans, executes, and evaluates the effectiveness of information and communication programs in furthering agency goals. The incumbent's duties will include but are not limited to the following:
* Captures photos, videos, and designs visually appealing materials to accompany written communication materials.
* Occasionally assists with and sometimes leads special events, ceremonies, tours and other activities intended to develop interest in agency programs.
* Independently and routinely researches, writes, edits, and distributes communications products (e.g., news stories, news releases, newsletters, talking points, presentations, reports) for various target audiences.
* Engages and speaks with internal and external stakeholders like media, community partners, and congressional contacts in a professional, friendly manner.
* Develops strategic communication plans or campaigns in coordination with public affairs colleagues and subject matter experts.
* Uses independent judgment, makes sound decision making, and prioritizes assignments, tasks, requests, or projects.
* Analyzes written, oral, and statistical information to craft into digestible information for various audiences.
* Experience with reviewing, editing, and publishing updates to internal and external web-based platforms / content management system.

Applicants must meet each of the following requirements: Time-in-Grade and Specialized Experience. These are separate requirements.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

* Collecting, assembling, preparing, and disseminating information concerning the various programs of the organization, OR assisting higher graded public affairs specialist(s) in developing and conducting public affairs' programs for larger organizational segments within the organization or field office.
* Identifying communication needs and developing informational materials informing appropriate publics of agency policies, programs, services and activities.
* Working with print and broadcast media.
* Drafting news stories/media releases, provide responses to queries, and provide media escort during visits to the organization.
* Planning, executing, and evaluating the effectiveness of information and communication programs, etc.
* Possessing experience in writing communication and correspondence materials - highly desired
Preferred Experience
* Independently and routinely researches, writes, edits, and distributes communications products (e.g., news stories, news releases, newsletters, talking points, presentations, reports) for various target audiences.
