Description
The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is composed of three technical bureaus which are Application Services, Customer Success and Productivity, and Technology Infrastructure and Security. Collectively, the 95 staff members work together to provide essential services and technical support to all City staff and business functions. Most processes in the organization are dependent on technology to function; there is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. The Chief Information Officer and the Assistant Director work together to set technology policy direction for the enterprise and establish a supportive, respectful, and inclusive culture in the department. They, together with the three Technology Managers, lead departmental staff in identifying, recommending, implementing, and maintaining technology and solutions to support the Citys business needs, while setting and enforcing organizational standards and policies.
The Senior Radio Communications Analyst, part of the Technology Infrastructure and Security bureau, plays a vital role in ensuring reliable radio communication for the Police, Fire-Rescue, and other City departments. It is responsible for maintaining the City's radio communications networks, including the 800 MHz public safety system, and conducting systems analysis to identify repair or customization needs for various communications equipment. In addition to day-to-day system support, this role provides drive-up customer service, as well as on-call, emergency, and after-hours assistance.
Department Hiring Salary Range: $50,624 - 58,217
Essential Functions
Essential functions include but are not limited to:
+ Manages 800 MHz digital trunking radio system by reviewing system usage and diagnostics with the network management terminal and associated applications. Performs repairs and maintenance of radio systems by receiving incoming equipment, generating work orders in CommSHOP 360, determining necessary repair, obtaining parts, replacing defective components and aligning, testing, completing work orders in the system and performing preventative maintenance at multiple sites.
+ Coordinates subscriber programming by establishing radio models for each department for the trunking radio system based on their communication needs. Performs system analysis by using vendor software and special test equipment to obtain operational data, analyzing files from data acquisition modules, monitoring real time radio traffic, listening to dispatch center audio recordings, and locating, measuring and identifying interfering wireless signals.
+ Maintains the operation of the trunking radio system and repairs conventional radio systems by making necessary changes to public safety dispatch consoles for Police and Fire-Rescue users. Assist employees and customers outside the organization with data analysis, providing information, and working with team members to implement new products and services.
+ Manages projects by monitoring progress, resolving issues, analyzing situations and implementing solutions.
+ Ability to read and comprehend technical materials and documentation containing complex analytical and mathematical instructions is required.
+ Ability to orally communicate sufficiently to explain radio communications processes in an understandable terminology to users who may not possess specific technical or engineering knowledge.
Education/Experience
Required
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Two years experience in Electronics
Preferred
+ Vocational/Technical School with focus on Electronics/Engineering
+ FCC General Radio Telephone Operators License
+ ETA Electronics Technician Certification
+ Graduation from a United States Military Electronics or Telecommunications Training School

Work Hours: M-F 8:30 am - 5:00 pm
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicants school of enrollment must be an accredited institution.
