Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. Position Overview

Pantheon Data has partnered with the US Navy to modernize their HR enterprise.  The project involves improving service delivery to Sailors, their families and future recruits through a holistic, end-to-end effort that will impact the Navy's "Hire-to-Retire" lifecycle.  We are supporting the Navy's HR digital transformation through several lines of effort that include migrating data to the cloud, modernizing data & systems, developing improved workflows, developing enterprise security solutions, and developing a robust data strategy and governance structure.   We will do this with a focus on implementing a seamless digital sailor experience, enabling data driven decision making, mitigating risks while improving business operations continuity, and improving operational efficiencies while optimizing costs.  Additionally, Pantheon Data will incorporate its proprietary tools to enhance machine learning and robotic process automation.

The company is seeking a Deputy Technical Director of Navy IT Digital Transformation to be responsible for managing the successful technical delivery of complex digital transformation. You will work closely with stakeholders to develop detailed target state architecture, strategic roadmaps and implementation plans and ensure effective communication and coordination among cross-functional teams for successful execution. You will work directly with the Government Customer, Deputy Program Director, and Pantheon Data Executive management to ensure technical success. This roll will be on-site with the Customer in Arlington VA 3 days per week, along with the Deputy Program Director, to provide direct communication and support to the customer.

Your role will involve monitoring multiple projects' progress, managing technical risks, and ensuring projects are delivered on time, within scope, and within enterprise architecture guidelines. You will provide strategic expertise and guidance throughout the project lifecycle, driving the organization's digital transformation and supporting its strategic goals. This position requires a strong blend of technical knowledge, project management skills, and the ability to work collaboratively with diverse teams and stakeholders.

Responsibilities

  • Deputy Technical Director supporting a large-scale technical transformation program.
  • Decompose customer goals and vision into strategic roadmap, enterprise architecture and technical implementation plans.
  • Lead a team of architects, technical area and operational SMEs to drive technical implementation plans.
  • Lead and be a change agent - Lead the strategy development process for creating and maintaining IT architecture and modernization strategy.
  • Advice across the customer organization by building strong relationships with technical leaders. Improve customer results by influencing leaders to change existing processes and techniques to leverage advanced technology and insights provided via cloud, digital and data analytics.
  • Partner with Deputy Program Director and other Leadership team to build and maintain strong customer relationships and advise them on the technology transformation program.
  • Be a customer liaison and technical champion of the transformation program.
  • Plan, build, run the program's Enterprise Architecture and Modernization teams.
  • Enterprise Architecture - Develop As-Is and To-Be Enterprise Architecture and coordinate the development of Data Strategy, Cloud Migration Strategy and Enterprise Security Strategy.
  • Construct and operate processes for enterprise architecture governance. Dig into and recommend new technology investments to manage complexity within the customer's IT landscape.
  • Modernization Strategy - Build and maintain a program-wide technology modernization strategy and roadmap focused on the use of modern technologies to mitigate risk, drive data driven decision making, improve customer experience and enable growth.
  • Ensure compliance with DOD and Department of Navy enterprise architecture standards and best practices.
  • Provide technical expertise and guidance throughout the project lifecycle.

Minimum Requirements

  • Bachelor's degree in computer science, engineering, Information Technology, or a related field. Master's degree preferred.
  • Demonstrated experience working with executive level government customers.
  • Ten plus years of increasing experience leading large-scale government OR DoD technology programs.
  • Experience managing large scale enterprise transformation programs including - data center to AWS cloud migration projects, Salesforce and digital experience programs, enterprise data strategy, data warehouse and data analytics, application modernization, enterprise security, ICAM and ATO, amongst others.
  • Strong understanding of project management methodologies (e.g., Agile, Scrum, Waterfall).
  • DoDAF, TOGAF, AWS Architect, Salesforce Architect, Enterprise Data Architect, CISSP, PMP or similar certifications is a plus.
  • Ability to manage multiple complex projects simultaneously.
  • Experience managing complex technical projects and cross-functional teams.
  • Excellent organizational, leadership, and problem-solving skills.
  • Strong communication and interpersonal skills.

Clearance Requirements

This role requires U.S. Citizenship and the ability to obtain/maintain Secret clearance.

Work Location

Arlington, VA - Hybrid - 4 days per week in office.
