Compensation: $120K to $130K

Position Overview: The individual will provide IT Software Application support to develop and sustain Information Management Systems. These systems enable administrative and research functions and are crucial in the production of quality research products; such systems are referred to as the IT Portfolio. The IT Portfolio is a combination of government developed, Commercial-Off-the-Shelf (COTS), and Government-Off-the-Shelf (GOTS) Database Management Systems.
The IT Portfolio consists of FileMaker Databases, SQL Server Databases, Oracle Databases, ColdFusion and ASP.NET web-based applications, and SharePoint systems. The IT Portfolio is dynamic; meaning that systems may be added or deleted throughout the year. Due to the dynamic nature of its IT Portfolio, the application development efforts will focus on transitioning from client/server software development to a more web-centric software development environment (E.g., ASP.NET) that is compatible with Microsoft Business Intelligence and Microsoft Business Analytics.
Job Duties: New Development and sustainment activities
Act as the Primary Application Specialist (PAS) for a software system in the IT Portfolio. May act as PAS for multiple systems in the IT portfolio. Additionally, will act as a Secondary Application Specialist (SAS) on systems in the IT Portfolio.
Design and sustain software to meet regulatory requirements including AR25-1 Information Management, AR 25-2 Information Assurance, Personal Identifiable Information (PII) policies, HIPAA regulations, and 21 CFR Part 11 Electronic Records.
Provide software support to sustain and develop applications in the IT Portfolio utilizing techniques in Systems Analysis, Data Modeling, Evolutionary Prototyping, Process Modeling, System Design, System Construction, Application Architecture, Database Design, Input & Output Design, User-Interface Design, and Object-Oriented programming.
Sustain the ongoing maintenance of a system after it has been in operation, including system improvements.
Provide end-user training and training documentation for systems sustained in the IT Portfolio.
Provide documentation for each system in the IT Portfolio.
Essential Skills: Expertise building data-driven web applications using C# ASP.NET Razor Pages w/ Visual Studio and Team Foundation Server OR C# ASP.NET with MVC & HTML expertise w/ Visual Studio and Team Foundation Server
HTML, CSS, and JavaScript for front-end development
Data modeling in SQL Server (creating tables, views, stored procedures)
Full software development lifecycle skillset for small one- or two-person projects
Required Qualifications: Clearable US Citizen that can pass a federal background investigation to obtain a NACLC security clearance that is Required to Start.
CompTIA Security+ce Certification is Required to Start.
