Job Description:
DPOR is seeking a combination Business Analyst/Technical Writer with good documentation and analytical skills.
Office of Performance and Innovation (OPI) at Virginia Department of Professional and Occupational Regulation (DPOR) is looking for a Business Analyst/Technical Writer who would be responsible for design and maintenance of agency forms, applications, and letters that are an integral part of DPOR's Licensing and Enforcement functions.
Currently, DPOR has approx. 450 Interactive, Dynamic and Stationary Forms and 900 Letter templates that support 18 boards applications process and communications. The Analyst would conduct review and evaluation of current Forms, Applications and Letters, be responsible for keeping them up to date with current regulation and licensure changes, identify scope for changes and possibility of normalization to reduce the number of forms and letters currently in use.
The Analyst would also be responsible for evaluation of individual boards and professions needs to standardize the forms, lead the change efforts, and propose new practices which will serve as the foundation for transition to and implementation of a new licensing, enforcement, and case management cloud-based SaaS solution. DPOR has not identified its target solution yet but intends to use the solution resulting from a currently on-going Virginia Information Technology Agency (VITA)-led RFP process for such a solution.
Role and Responsibilities
Responsibilities for the successful candidate will include:
Receive Forms, Application and Letters change request from various Boards and Divisions, evaluate, analyze, and prioritize requests.
Work with Senior Forms Analyst to understand the regulatory requirements, propose and implement solutions.
Review, analyse, and evaluate current forms and applications user needs for both online and paper forms and applications.
Create Static and Dynamic data forms using existing or new content as required by the agency's functional areas.
Work collaboratively with Agency's Licensing and CID Subject Matter Experts and Regulatory Stakeholders to design, evaluate, recommend, and approve changes of forms and applications.
Gather and verify organizational and procedural information and changes as they occur and translate them into necessary forms for boards and other agency divisions.
Work with all operational areas of DPOR to collect and/or compose forms documents; review them for clarity and accuracy; verify content and ensure consistency of language.
Learn DPOR's business and current licensing and enforcement system functionality to understand the current forms, applications and letters integration and incorporate and test merge codes into system templates.
Create clear documentation that can be used to support future systems letters, forms and applications configuration, training, and requirements management.
Develop templates and a repository/library for Licensing and Enforcement forms, letters, and applications along with the procedures for maintaining that repository using Microsoft tools.
Develop knowledge of commonly used concepts, practices, and procedures within a regulatory or government environment.
Qualifications:
Bachelor's degree in writing intensive field (e.g., English or communications) or a computer related or technical field.
At least 5 years of advanced computer skills, especially with Microsoft Office, Adobe Acrobat Professional, Adobe Experience Manager, SharePoint, and/or Box
Strong knowledge of business English, spelling, proofreading and the ability write documents using proper English and grammar.
General understanding of database tables, templates, merge codes, document formatting and scripting languages (JavaScript, VBA)
Ability to understand complex verbal instructions and/or statutes, regulations, policies, and procedures.
Experience with a regulatory or government environment preferred.
Possess strong organization, analytical, problem solving, and interpersonal skills.
Self-motivated and work under general supervision with ability to develop positive working relationships with coworkers at all levels of the agency.
Familiarity with Agile Practices and Methodology
Familiarity with relational database concepts, and client-server concepts.
Familiarity with MS Office 365 tools such as MS Teams and SharePoint preferred.
