PATH has an office established in Myanmar in late 2013. The PATH Myanmar Country Program is currently implementing a broad portfolio of activities on a range of health issues, including infectious diseases, nutrition, vaccines and immunization systems strengthening, digital health and sexual and reproductive health.

About the Project:

USAID is seeking application for USAID Resilient Tuberculosis Response in Myanmar (RTBR) Activity opportunity. This activity will strengthen the ability of non-National TB Program (NTP)/ Public providers, such as GPs, private hospitals and clinics, and NGO-managed clinics to screen, test, and treat TB and DR-TB patients and provide TB preventive therapy to close contacts of TB patients.

PATH is looking for a TB Consultant (subcontract for technical writer), for the winning proposal development.

Responsibilities:

USAID RTBR - Building on the technical inputs and design developed by the PATH consortium, the consultant will lead the writing of the technical narrative of the proposal. The consultant will report to the Technical Lead - Dr Deepak Balasubramanian and Proposal Manager, Divya Tiwari, as well as seek inputs from key technical contributors from PATH's South Asia Hub, infectious diseases team, and partners/stakeholders as directed by the Technical Lead.

The specific responsibilities include;

  • Review relevant background documents, including the RFP, key background documents detailed in the RFP and other identified by PATH, and PATH's internal documents and programmatic materials related to PATH's current work in Myanmar and across PATH's infectious diseases portfolio. Become deeply informed about the objectives of the proposal, its context, and how PATH intends to address the deliverables as required by the RFP.

  • Engage with relevant PATH staff on strategic design and approaches and lead the process to incorporate their written and verbal contributions into the technical proposal. This includes participating in technical discussions as needed by video call or phone as needed and integrating content into a cohesive narrative.

  • Lead the writing of the technical narrative to demonstrate how PATH and its consortium partners are the most suitable team to fulfil the objectives of USAID RTBR set by USAID from time to time

Education Qualification, Experience and Required Skills

  • Minimum of 5 years of experience and demonstrated skills in public health program management (experience in Tuberculosis projects essential)

  • Master's degree in public health from a reputable graduate school.

  • Experience of working with national, state and district level government health department and donors within the development sector

  • Technical knowledge and field experience of planning and implementation in public health programs, especially National Tuberculosis Programme

  • Familiarity with Myanmar public health system, flagship initiatives in health sector and relevant government policies/ strategies would be an added advantage.

  • Proven ability to multi-task and collaborate work effectively with multi-country teams and partners with short deadlines, and an emphasis on quality.

  • Excellent document review, summary preparation and proposal writing skills.
