Job Description
The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
The MOCS team operates in a collaborative, service-focused atmosphere. The Web Designer is part of the Communications unit within the Change Office division and reports directly to the Communications Director. This role involves managing assigned tasks, producing high-quality work, pursuing continuous improvement, and leveraging modern technology to fulfill the responsibilities outlined below. Additionally, the Web Designer collaborates on various projects, maintains operational data, and engages with external stakeholders.
Responsibilities:
-Strategize, execute, oversee, evaluate, and enhance MOCS' internal and external websites.
-Aid in website redesign initiatives, ensuring alignment with the agency's branding, strategy, and standards.
-Address and resolve all website-related issues.
-Perform content audits to remove redundant or duplicate information.
-Support the technical development of new learning materials and edit existing media resources.
-Ensure compliance with all laws, regulations, and accessibility guidelines.
-Collaborate with team members on various digital initiatives.
-Assist in developing and maintaining trackers and the internal unit/division SharePoint site as required.
PREFERRED SKILLS
-A degree in Communications, Web Design, Graphic Design, or a related field
-Ability to meet deadlines, work independently, and collaborate effectively within a diverse environment, engaging with various personalities and levels of seniority
-Communicate clearly and effectively, both verbally and in writing
-Simplify complex information, present findings, and offer actionable recommendations;
-Upload & Update webpages/website content and review, strong troubleshooting and analytical abilities
-Knowledge of web analytics and SEO
-Exceptional time management skills and the capacity to handle multiple tasks simultaneously
-2+ years as a Webmaster or Web Developer
-Proficient in HTML/CSS, XML
-Proficient in MS Word, MS PowerPoint, and MS Excel
-Programming experience in HTML5 is an advantage
-Address user complaints skills

Qualifications
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four year high school diploma or its educational equivalent plus four years of experience as described in "2" above; or
4. A satisfactory equivalent combination of education and experience.
