Job Description - Program Director, Office of Behavioral Health Promotion & Prevention (24000ACT)

The Office of Behavioral Health Promotion and Prevention, part of the Massachusetts Department of Mental Health (DMH), is seeking a dedicated Program Director to play an essential role in shaping statewide initiatives aimed at advancing behavioral health and wellness. As a strategic leader, this individual will guide the daily operations of the office, ensuring that programs are effectively executed and grants are managed with precision. Working in close partnership with the Assistant Commissioner and collaborating with key state agencies, the Program Director will work to advance health equity and oversee the development of vital behavioral health promotion and prevention initiatives. This position offers a unique opportunity to create meaningful impact through statewide awareness initiatives, leveraging evidence-based and evidence-informed practices, as well as trauma-informed strategies, to promote behavioral health and prevent mental illness, including substance use.

This role requires a dynamic leader capable of overseeing complex, grant-funded projects while maintaining a strong focus on compliance, reporting, and outcome evaluation. The Program Director will also manage interagency collaborations, provide critical training and technical assistance, and lead statewide behavioral health campaigns. Duties and Responsibilities (these duties are a general summary and not all inclusive):

  1. Manage day-to-day operations of the Office of Behavioral Health Promotion and Prevention, supporting strategic goals set by the Assistant Commissioner.
  2. Oversee the development and management of grants to support behavioral health promotion and prevention initiatives, ensuring compliance with funding requirements.
  3. Coordinate activities across the Executive Office, state agencies, and commissions to advance behavioral health and wellness efforts.
  4. Lead the implementation of statewide behavioral health education and awareness initiatives, fostering public understanding and engagement.
  5. Supervise data collection, analysis efforts, and the dissemination of evidence-based practices to promote effective behavioral health interventions.
  6. Ensure the application of health equity principles across all behavioral health promotion programs and initiatives.
  7. Provide leadership in managing interagency collaborations, aligning efforts to support behavioral health and wellness goals.
  8. Oversee budget oversight, progress reporting, and outcome evaluations for grant-funded projects to ensure accountability and effectiveness.
  9. Develop and execute the annual behavioral health promotion plan, aligning activities with statewide priorities and strategic initiatives.
  10. Address operational challenges and provide solutions to day-to-day matters as directed by the Assistant Commissioner.

Preferred Qualifications:

  1. Minimum of 3-5 years of experience in program management, preferably in behavioral health or public health sectors.
  2. Excellent project management and organizational skills.
  3. Demonstrated knowledge of health equity principles and their application in behavioral health.
  4. Strong understanding of evidence-based practices in behavioral health promotion and prevention.
  5. Proven ability to collaborate with diverse stakeholders and manage cross-functional teams.
  6. Excellent written and verbal communication skills.
  7. Experience in technical grant writing, policy development, and implementation.
  8. Strong analytical and data interpretation skills.
  9. Commitment to developing and cultivating a diverse, inclusive, and supportive environment.
  10. Ability to provide career development by fostering the long-term learning or development of others.
  11. Proficiency with MS Office including Outlook, Teams, Word, Excel, and PowerPoint.
  12. Given the population served, bilingual or multilingual fluency is a plus.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

  1. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  2. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  3. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
  4. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
