Position Summary:
The Tax Credit Property Manager will be responsible for the day-to-day operations of the property under Celtic Property Management, with a focus on maintaining property standards, maximizing operational efficiency, and ensuring a high level of resident satisfaction. This position requires specialized experience with Tax Credit properties and compliance with federal and state regulations. The Property Manager will oversee leasing, budgeting, financial reporting, tenant relations, maintenance management, and staff supervision.
Requirements:Key Responsibilities:
- Tax Credit Compliance:
- Ensure the property meets all regulatory requirements for Low-Income Housing Tax Credit (LIHTC) properties.
- Maintain and manage tenant files, ensuring compliance with program guidelines, including tenant eligibility, income certifications, and recertifications.
- Conduct annual audits, inspections, and reviews of tenant files to ensure ongoing compliance with all applicable tax credit laws.
- Stay current on updates to the LIHTC program and applicable regulations.
- Financial Management:
- Prepare and manage annual operating budgets, ensuring adherence to financial goals.
- Monitor and maintain accurate rent collections, ensuring timely payment from tenants.
- Oversee the preparation and submission of required financial reports, including rent rolls and other relevant documentation.
- Approve and process invoices for property-related expenses, maintaining strict budget controls.
- Leasing and Marketing:
- Develop and execute strategies to achieve occupancy goals and maintain a positive cash flow.
- Oversee leasing, including showing available units, processing applications, and executing leases.
- Develop and implement marketing strategies to attract and retain residents.
- Ensure the property maintains full occupancy with a minimum of 90% occupancy at all times.
- Take immediate action to reduce delinquency and ensure collections are consistently managed to minimize risk to property profitability.
- Maintenance Oversight:
- Supervise maintenance staff or vendors to ensure timely repairs and upkeep of the property.
- Ensure property is maintained to company and industry standards, including common areas, grounds, and amenities.
- Implement and manage preventive maintenance programs to minimize repair costs and ensure operational efficiency.
- Team Leadership & Staff Supervision:
- Train, and supervise onsite staff, including assistant manager, leasing agents and maintenance personnel.
- Provide direction, guidance, and performance evaluations for team members.
- Foster a positive, team-oriented work environment.
- Resident Relations:
- Act as the primary point of contact for resident concerns, complaints, and requests.
- Maintain strong communication with residents to ensure high levels of satisfaction and retention.
- Resolve tenant issues in a timely and effective manner, adhering to company policies and legal requirements.
- Compliance & Reporting:
- Ensure all property operations are in compliance with local, state, and federal laws, including Fair Housing, Health & Safety, and ADA regulations.
- Submit all required reports and documentation on a timely basis, including tax credit reports, income certifications, and monthly property performance reports.
- Other Duties:
- Perform any other duties as assigned by the Regional Manager or senior leadership.
Qualifications:
- Experience:
- Minimum of 2 years of experience as a Property Manager, with a strong focus on Tax Credit properties.
- In-depth knowledge of LIHTC compliance regulations, affordable housing programs, and HUD requirements.
- Experience managing multifamily residential properties, including financial oversight, leasing, maintenance, and staff management.
- Education/Certification:
- Bachelor’s degree in business administration, Real Estate, or a related field preferred.
- Strong Tax Credit or LIHTC certification (or ability to obtain within a specified time frame) is required.
- Other property management certifications (such as CAM, CAPS, or CPM) area plus.
- Skills and Abilities:
- Strong organizational and time management skills, with the ability to manage multiple tasks and priorities.
- Excellent verbal and written communication skills.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and property management software (e.g., Yardi, RealPage).
- Strong leadership skills and the ability to motivate and manage a team.
- Ability to handle confidential and sensitive information with discretion.
