POSITION: 911 Dispatcher/Communication Tech REQUIREMENTS: ESSENTIAL KNOWLEDGE OF: - Ability to assign and coordinate emergency activities on a county wide basis. - Ability to direct, instruct, and control employees in all phases of the Center's operation. - Considerable knowledge of proper law enforcement, fire, and EMS procedures and practices. - Ability to communicate clearly and concisely verbally and in writing. - Knowledge of contemporary methods relating to police, ambulance and fire operations. - Knowledge of command responsibilities. - Knowledge of computer systems and their application to public safety communications. - Ability to establish and maintain effective working relationships with others. - Considerable knowledge of the Center's training programs. - Must complete Emergency Management Institutes NIMS Courses IS-700, IS-100, & IS-800 within 6 months of hire. EDUCATION: Associates Degree in Police Science, Administration, or equivalent of five (5) years experience related to the field of public safety dispatch. EXPERIENCE: Five (5) years experience related to the field of public safety dispatch and prior completion of a Certified Training Officer for Public Safety Dispatch course. Require a minimum of two (2) years supervisory experience. WAGE: $4412 per month & up pending qualifications DAYS/HRS: Full Time Permanent On Call is mandatory DESCRIPTION: GENERAL STATEMENT OF DUTIES: A management level position, under direction of the Communications Director, the Communication Operations Supervisor is responsible for the overall daily operations and proficiency of the staff of the Morgan County Communications Center. The supervisory work oversees shift operations, personnel, and equipment of the center. The Supervisor will provide leadership and direction for all dispatchers, promoting a positive and professional work environment. The Supervisor will maintain proficiency as a Communications Officer. At least 50% of the Supervisor's time will be spent in an administrative capacity. This position will report directly to the Communications Center Director. ESSENTIAL REQUIREMENTS, DUTIES AND RESPONSIBILITIES: - Maintains working knowledge and understanding of the Morgan County Government's Policy and Procedure manual, as well as, the Morgan County Communications Center's Policy and Procedure manual. Effectively implements departmental policies and procedures as established by the Director. Works productively with Communications personnel to ensure training, understanding, and compliance of current, amended, and additional policies and procedures. - Oversees communications center operations to identify technical and operational training needs; provides or coordinates training programs for communications training officers; counsels, coaches, and instructs employees; trains employees on equipment, procedures and system upgrades; provides direction and guidance on technical and policy issues to staff. Implements and researches staff training needs to provide opportunities for individual employee growth and long range progression of employees and the - Conduct internal and incident investigations of complaints or concerns received by staff, citizens, or other user agencies. Monitors telephones and radios in the Communications Center; assures that calls for service and messages requiring action by the emergency services departments are handles in accordance with Centers policies and procedures. Reports findings to the Director and recommend resolution of issues in written form as - Keep the Director informed on general police, ambulance and fire conditions, important developments, unusual conditions or occurrences taking place that may require action or that may reflect in any way upon the Center or an employee thereof. - Assure that Communications Center equipment and systems are operating and functioning within defined parameters; troubleshoot eq ipment and applications to identify operational problems and issues; coordinates with appropriate agency on technical repairs. - Supervises Communications Officers by preparing monthly shift schedules and approving time off requests, ensuring minimal staffing levels are maintained. - Acts as a support to the Director ensuring the department's compliance with Colorado Bureau of Investigations rules, regulations and requirements, including security, user training, audits, and system matters; oversees training and testing of all department operators that access the Colorado Criminal Justice Information System files and other data bases in accordance with CBI requirements. Ensures department compliance with regards to dissemination of criminal history records, both CCIC/NCIC and Department of Motor Vehicle information. - Act as a middle management Supervisor position that generally works Monday-Friday during administration hours and is on 24-hour call. Carry a cell phone and/or pager and will be ready and available to respond by phone or in person at all hours of the day as needed. Perform duties of Communications Officer as needed, which could require irregular hours to include nights, weekends, and holidays. Must maintain all required certifications of a Communication Officer. - Act to establish and maintain effective lines of communication between personnel within the assigned program area and others within and outside the Center. Act as a liaison with user agencies and the general public.
