Job Description
Under the guidance and direction of the City Manager, this position serves as a key member of the City's team with direct responsibility for coordination of strategic messaging. Develops and implements a variety of public relations program designed to create and maintain a favorable public image of the City. Plans and directs the development of communication of information to keep the public informed of the City's programs, accomplishments and point of view. Development and oversight of marketing of the City events and programs to include public relations, promotional and advertising collateral, and developing and maintaining essential partnerships with the general public, groups and vendors. Responsible for the development and implementation of uniform and consistent use and display of City and City events and programs brand(s).

- Leads, develops and implements a citywide communication strategy for dissemination of information about the City including city initiatives, city employees and elected officials to internal and external audiences. Plans a directs development of communication of citywide programs to maintain favorable public perceptions of the city's accomplishments, agenda, or overall responsibility to residents, businesses, city officials and employees. Drafts, reviews, and edits releases, newsletter and other publications.
- Develops graphic elements for advertising and marketing campaigns, logos, brochures, newspaper ads, employee newsletters, bulletins, annual reports, bill stuffers, web banners and promotional items using computer hardware and software.
- Coordinates artwork and photography for printed and electrical graphic materials, whether in-house or contractual. Participates in project input sessions, brainstorming sessions and client meetings as required by City Manager.
- Keeps current on the most up-to-date developments in print production and electronic media techniques and software advances to enable the creative division of the department to operate in a efficient manner.
- Exercises analytical, written, verbal, and computer application skills to create formal presentations; presents clear and concise information reports. Maintains effective liaison with city officials, public and private agencies, and the general public on matters of mutual concern.
- Develop methods and standard operating procedures for integrating the communication function interdepartmental planning processes such as seeking input of target audiences and providing information and planned action on a timely basis.
- Works collaboratively and establishes and maintains effective working relationships with new media professionals as well as other .

- Ability to communicate effectively, both orally and in writing.
- Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets and other job related analysis.
- Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.
- Knowledge of business English, grammar, punctuation, spelling, and document styles.
- Must possess good knowledge of the basic principles and practices of public relations, photography, art, color schemes, design, layout, and basic printing and compositions.
- Skill in the operation of personal computers, standard office machines and equipment.
- Ability to answer telephones and greet the public in a friendly and courteous manner.
- Ability to communicate effectively both verbally and in writing and to request clarification when needed.
- Ability to establish and maintain effective working relationships with supervisors, co-workers, employees and the general public.
- Must have extensive knowledge of public relations, media relations, public affairs, journalism, marketing, newspaper and radio communication styles.
- Sound knowledge of marketing principles, practices and methods. Some knowledge of effective promotional and public relations activities, journalistic techniques and media communications.
- Must be able to research, compile and analyze data, and then present findings to management in an acceptable format.
- Ability to interact with all levels of staff, the frequent deadlines, work multiple projects, prioritize work and be a self-starter is essential.
- Ability to establish and maintain effective working relationships with City employees, other Federal, State and local governmental representatives, contractors, consultants, vendors, media and the general public is essential.
- Ability to work nights and weekends.
- Ability to design graphics in various formats and mediums.
- Thorough knowledge of social media use, to include ability to update.
- Thorough knowledge of graphics design software (e.g. photoshop, lighthouse, etc.).
- Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor's Degree in Marketing, Graphics Design, Journalism, Public Relations, Public Administration or related field, and five (5) to seven (7) years work related experience are preferred.
- A Master's Degree in Marketing, Graphics Design, Journalism, Public Relations, Public Administration or related field may substitute for 2 years of work related experience.
- Must be willing to learn and demonstrate a positive attitude.
- Government or Public Relations experience is preferred.
- Must be 18 years of age or older.
- Must possess a valid State of Florida drivers' license.
- Must possess an honorable military discharge, if applicant has been service connected.
- Must be a United States citizen or naturalized citizen.
- Must pass a physical examination and drug urinalysis test.
- Must not have been convicted of a felony.
- Must endure a personal, professional and moral background investigation to determine honesty, maturity and dependability.
- Must be fluent in the English language; ability to communicate in Spanish is a plus.
