Position Information
This Departmental Human Resources Representative position is in the Headquarters Office of the Cobb County Public Library System and provides professional level human resources support for all 15 locations of the Cobb County Library System in Marietta GA. This position will reports to the Library Director and serves as the liaison between Human Resources and Finance. This position also handles and processes all retirements and monthly reports for the Library System.
This position is covered under the Teachers Retirement System of Georgia (TRS). Below is a summary of the plan:

Essential Functions
May post job openings and notices; receives and screens candidate applications; coordinates interview process; assists in interviewing candidates for vacant positions; obtains required documentation; compiles information; coordinates pre-employment process, orientation activities and official start dates; provides related information regarding benefits, work locations and other items. Performs payroll duties: reviews and enters timesheets into timekeeping system; monitors and maintains time sheet records and leave reports; prints and reviews payroll registers; and makes corrections and submits to payroll office.
Recommends salary adjustments and increases as directed; receives and responds to inquiries; conducts research; provides technical analysis; and makes appropriate recommendations. Performs personnel duties: educates staff on payroll/personnel policies and procedures; and assists management and supervisors with technical and administrative issues.
Reads, assimilates and disseminates information on changes in laws and regulations; confers with HR Department and department management regarding impact of changes on department policies and procedures; responds to internal and external requests for information regarding local, state and federal personnel laws and ordinances.
Prepares Family Medical Leave Act (FMLA) requests: processes FMLA and Donation of Leave requests; ensures leave is used as approved; and maintains related documentation and records.
Participates in employee development processes; coordinates employee training schedules according to County requirements and specific needs of assigned department. Serves as a primary contact with Human Resources, Payroll and Information Technology on a variety of payroll/personnel processing matters.
Researches, compiles, and/or monitors administrative, statistical or other data pertaining to department operations; summarizes data, performs routine data analysis, and prepares reports; conducts research of department files, database records, electronic data sources, Internet sites, hardcopy materials, or other sources as needed; Assists with adjustments or corrections for work/leave time.
Submits employee documentation to County Human Resources Department: communicates with and submits departmental employee documentation regarding various employee benefit changes and updates, employee tax and direct deposit changes, and other items; and may review and approves timesheet and leave data for the processing of payroll.
Assists with hiring procedures; requisitions positions, prints and distributes applications; processes new hires and forwards for approval; coordinates and conducts departmental orientation.
Maintains file system of a variety of confidential files/records and information; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; shreds/destroys confidential or obsolete documents; conducts records maintenance activities in compliance with guidelines governing record retention.
Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
Requires the ability to work with and apply principles of persuasion and/or influence over others to coordinate programs or activities of a project, and resolve typical problems associated with the responsibilities of the job.
Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Human Resources, Management, Psychology, or related field required; supplemented by three years of experience in human resources or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

- Offers a defined benefit plan, guaranteeing a monthly benefit - based on member's final average salary and service - which is payable for the life of the member, and when applicable, transferable to a member's spouse or beneficiary(ies).
- A defined benefit retirement plan (401A) relieves its members of the burden of making investment decisions and assuming the risk associated with those decisions. TRS assumes this risk for its members. Therefore, the retirement benefit offered by TRS is secure.
