This position’s primary focus and responsibility is the technical coordination and production of broadcasts, recordings, in-person and virtual City government meetings and provides AV technical support and training. This includes live remote and hybrid government broadcasts for Council, committee, board and commission and public hearings to effectively communicate information about the policies and initiatives of the City of Minneapolis and provide transparency to both external and internal audiences.


Salary
The anticipated salary range for this position is $29.10 - 40.08/hour, depending on qualifications.


Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

  • Produce City government meetings
  • Pre-production (set up lower thirds, graphics, test system and live scheduling)
  • Assist city staff and public using the presentation system before and during meetings
  • Perform live switching, audio mixing, streaming to City webpage and YouTube and supporting closed captioning.
  • Post-production (strike room, schedule playback, post to YouTube, connect to LIMS system and add closed captioning)
  • Work with City Clerk, Committee Coordinators, City Council/Board members and staff to ensure meeting consistency
  • Identify, troubleshoot, and resolve technical issues as it relates to meeting broadcasts and other areas. Provide alternative solutions when necessary.
  • Provide City staff options for AV solutions
  • Research AV meeting technology
  • Create and maintain standard operating procedures
  • Perform routine equipment maintenance on government meeting AV systems
  • Maintain expert knowledge and operational skill in digital productions.
  • Establish and maintain the highest standards of audio and video production.
  • Assist Communications staff on projects
  • Record and edit professional video projects for City departments

WORKING CONDITIONS:
Office environment. This position needs a flexible work schedule throughout the week, some days start early, other days stay late. Sometimes climb ladders and crawl behind equipment to resolve issues.


MINIMUM EDUCATION:
Associate Degree in related field


MINIMUM EXPERIENCE:
Two years of related experience

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.


Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.


Medical Exam
After a conditional job offer, candidates will be required to pass a medical examination which includes a physical screening.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 2 months after it has been established.


Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.


  • Continually learn new skills. This includes switching, video compression standards, video distribution and graphic design.
  • Comfortable and confident working with elected officials and department heads.
  • Helpful instructing City employees and public who present to members in Council Chamber.
  • Physically fit, work in tight spaces, sit and/or stand for long periods of time.
  • Willingness to get dirty working on equipment under the floor or in the AV master control.
  • Must be able to shoot all types of video: interviews, press conferences, scripted shot lists, b-roll, studio and teleprompter.
  • Attention to detail as lower thirds/titles, and descriptions must be accurate.
  • Ability to work in many different environments: inside, outside, hot/cold, heights, underground.
  • Making sound decisions.
  • Great collaboration skills and build/maintain relationships with internal/external customers.
