The Office of Economic Development and International Trade (“OEDIT”) was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large – including retention programs to ensure continued competitiveness of Colorado’s economic base, and job training to keep Colorado’s workforce the best in the nation.

This program Financial Analyst position is within the Business Funding and Incentives (BF&I) division of OEDIT and the Colorado Office of Film, Television and Media (COFTM) (70%/30%). BF&I manages a number of economic development programs. This position will focus mainly on the Job Growth Incentive Tax Credit and the Strategic Fund programs. The person filling this position will assist the Deputy Director in the administration of these and other programs.

The ideal candidate will have a keen interest in working with datasets to identify and correct data anomalies and perform financial analyses of public and private companies. This individual will also be organized, communicate well, work with the companies who are incentive recipients, have strong financial skills, and can work independently as well as within a team.

BF&I Specific Duties Include:

  • Perform summary financial analysis on the companies applying for state incentives, including communicating with applicants to obtain the required information needed to perform the analysis. Summarize findings in a report that will be evaluated by the Colorado Economic Development Commission (EDC).
  • Calculate the performance and incentive amounts for companies already granted awards by the commission.
  • Analyze program data to find and correct errors, evaluate program performance, and make ad-hoc reports.
  • Respond to legislative and public information requests under tight deadlines.
  • Support meeting preparation and compile materials.
  • Utilize economic and demographic data sets.
  • Track program metrics and support program analysis and evaluation. Coordinate collection and validation of data. Work with databases.
  • Prepare and track budgets for grants and programs, collaborating with accounting and senior staff.
  • Maintain and improve program guides and provide data for web pages.
  • Support other BF&I team members in financial, analytical, reporting, accounting and payment processing duties particularly during peak load work periods.
  • Special Assignments: Takes on other assignments and special projects per direction from the Division Director.
  • Other programs and duties: Transferable Tax Credits, Extension of Certain Tax Credits.

This position also supports Colorado Office of Film, Television and Media (COFTM) by developing research methods and both analyzing and reporting on the economic impact of the film and media industry in Colorado. This position will work with both the internal team and external stakeholders to implement and enhance processes, procedures, and internal controls, including financial review, and will assist with current program initiatives in order to maximize job growth and economic impact of the film industry throughout the state.

COFTM Specific Duties Include:

  • Understand, monitor, and communicate statutes related to the program. Assist with policy and guideline development pursuant to statute.
  • Drive improvements to application and project submission systems.
  • Coordinate, administer, and make improvements to periodic CPA training to communicate both statutory and policy requirements. Maintain COFTM’s approved CPA list.
  • Evaluate CPA summaries and corresponding records for cash, tax credit and other incentive projects against eligibility criteria including compliance with statutes.
  • Utilize economic and demographic data sets.
  • Track program metrics and support program analysis and evaluation. Coordinate collection and validation of data. Work with databases.
  • Support other COFTM team members in financial, analytical, reporting, accounting and payment processing duties particularly during peak-load work periods.

Minimum Qualifications:

  • Expert Excel skills required including; ability to design, construct, and modify complex pivot tables and financial models and use advanced data analysis functions in Excel.
  • Three years of experience in program administration, detailed business processes, financial analysis and evaluation of companies or a Bachelor’s degree in finance, business administration, economics, CPA designation, or closely related field.

Preferred Qualifications:

  • Experience in government program administration that involved supporting a variety of programs and timelines.
  • Experience with interpreting statute and contract requirements.
  • Experience with the State accounting system (CORE) and knowledge of Colorado fiscal rules.

  • Computer Skills: Intermediate to advanced computer skills. Microsoft Excel - create models, manipulate datasets, use formulas, link data, and create pivot tables. Microsoft Word – write memos and letters and utilize a variety of formatting options. Preferred; Salesforce reporting and development.
  • Financial Literacy: Review and interpret business Income Statements, Balance Sheets, Capitalization Tables and Breakeven Forecasts. Knowledge of early-stage business financing tools.
  • Customer Service and Communication: demonstrate a commitment to excellent service. Effective and diplomatic written and verbal communication.
  • Flexibility: Willingness to take on other, new, related duties and special projects as required by management. Able to adjust to new priorities and changing requirements and processes.

Conditions of Employment

  • Applicants must pass a thorough background check prior to employment.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.

Salary Range:

$65,000 - $80,000 Annually


This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado.
