Multnomah County IT is searching for a Limited-Duration Assignment (LDA) UX Designer. Limited Duration Assignments (LDA) are expected to last up to two (2) years, but may end sooner.
As a UX Designer, you will define the strategic vision for the county's design system, ensuring our digital platforms are accessible, inclusive, and equitable for all community members, especially marginalized populations. You'll work with cross-functional teams across the enterprise to apply designs consistently and advocate for user experience best practices and accessibility standards throughout every project phase.
You will collaborate with web developers, researchers, and analysts to extend the current design system of our public-facing website, with the goal of scaling it across the county's other web domains and products in the future. You'll document how the design system can and cannot be used, empowering our teams to build consistent, user-friendly, and accessible websites. You will be responsible for the full design process, from discovery, prototyping, and final delivery.
You will play a key role in shaping the user experience, ensuring that technology is functional, meaningful, seamless, and inclusive. Your efforts will enhance the digital experience for our users and make a lasting impact on community services.

This recruitment may be used to fill full-time, part-time, temporary, limited duration and on-call positions.
Routine Telework: This position is designated as "routine telework," meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H1-B visas.
Type of Position: This is an hourly, AFSCME Local 88 union-represented position and is eligible for overtime.
Location: This position is located in the Multnomah Building, 501 SE Hawthorne Blvd. See above for information about teleworking.
Schedule: Monday - Friday 8:00am - 5:00pm. There is some flexibility with the start and end times.

Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities. As a UX Designer, your key responsibilities will include:
- Building and evolving existing design system: Develop and maintain a comprehensive design system for the public website and other County web products, ensuring visual and functional consistency, accessibility, and adaptability to evolving technical requirements (Drupal and custom-developed products).
- Leading the design of user-centered digital solutions:Guide the design process for County digital services, from user research and concept development to prototyping, testing, and final implementation. Work closely with developers to ensure design and functionality are seamlessly integrated.
- Collaborating on inclusive design: Work with cross-functional teams(UX researchers, developers, content strategists, product managers) to ensure the design system aligns with user needs, organizational goals, and accessibility standards (WCAG and Title II ADA). Promote inclusive design principles across County digital platforms.
- Creating design solutions: Translate research insights into design solutions that enhance the user experience and improve service delivery. Create wireframes and prototypes to communicate concepts to stakeholders and guide development.
- Ensuring accessibility and usability: Conduct user research and testing (surveys, usability evaluations, accessibility evaluations) in partnership with UX researchers to ensure all design solutions are informed by user needs and feedback. Use basic HTML/CSS knowledge to ensure design feasibility and smooth collaboration with developers.
- Communicating design effectively: Present design concepts and strategies to stakeholders, explaining the design system's value and impact on user experience and service delivery.

Minimum Qualifications:
- Bachelor's Degree from an accredited college or university or equivalent practical experience AND
- At least five (5+) years of demonstrated UX design experience, with a strong focus on designing responsively for the web.
- A strong portfolio showcasing design systems, component libraries, and digital service design user flows.
- Proven experience in leading the design process from discovery to execution and quality assurance, working cross-functionally with research, web development, and content teams.
- Understanding of WCAG principles with experience applying accessibility standards to design systems.
- Experience designing for content management systems (CMS) like Drupal, ensuring flexibility and ease of use for developers and content creators.
- Basic proficiency in HTML/CSS to collaborate effectively with developers and ensure technical feasibility.
- Proven ability to synthesize and translate research insights into design patterns and solutions.
- Project management experience, including managing timelines, deliverables, and stakeholder expectations.
- Experience in a highly distributed environment with medium to large size projects.
- Candidates must be able to pass a criminal records check.

- User-Centered Design (UCD) Principles:
- Advanced knowledge of user-centered design methodologies, industry standards & trends, usability principles, and accessibility guidelines (WCAG).
- Interaction Design & User Interface (UI) Design:
- Expert skill in interaction design patterns, user flows, and visual design principles (typography, color theory, layout) to create user-centered interfaces.
- Design Systems:
- Advanced proficiency in working with and contributing to design systems to ensure consistency, scalability, and efficiency in design implementation. (e.g. Bootstrap, Emulsify, GOV.UK, etc)
- Content Management System (CMS):
- Working knowledge of designing user interfaces and experiences within the constraints of a Content Management System (CMS), specifically Drupal or similar platform.
- Wireframing and Prototyping:
- Advanced ability to create low-fidelity and high-fidelity wireframes and prototypes to communicate design concepts and interactions.
- UX Design Tools and Technologies:
- Expert skill in design and prototyping tools such as Figma, Sketch, Adobe XD, InVision, etc.
- Information Architecture (IA) for Digital Products:
- Advanced knowledge of information architecture principles, sitemaps, navigation systems, and content organization.
- Visual Communication:
- Advanced visual design skills with the ability to create aesthetically pleasing and user-friendly interfaces.
- Translating User Needs into Design Solutions:
- Advanced ability to gather and interpret user needs (from user research conducted by UX Researchers) and translate them into effective and user-centered design solutions.
- Presenting and Justifying Design Decisions:
- Advanced skill in articulating design rationale and defending design choices based on user-centered design principles and research findings to stakeholders.
- User Research Methods:
- Working knowledge of a wide range of UX research methods including usability testing (remote and in-person), ethnographic studies, card sorting, heuristic evaluations, A/B testing, eye tracking, surveys, and user interviews.
- Front-End Development:
- Basic understanding of HTML, CSS, and JavaScript to effectively collaborate with developers.
