OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT currently has an opening for a Technical Writer with at least six (6) years of experience with Federal Acquisitions and Procurement with an emphasis in the review, development and compliance with acquisition policy. A demonstrated background in acquisition practices and a familiarity with federal agency acquisition procedures is a must. We are looking for a technical writer with experience supporting federal acquisition offices. The experience can be either as a federal government employee or as a contractor supporting a federal client or a combination of both.

Specific responsibilities will include but are not limited to:

● Serve as a technical source for agency specific acquisition policies and procedures

● Review and analyze acquisition process workflows to identify avoidable delays, redundancies, and improvement opportunities

● Develop and implement clear, concise SOPs for new and improved processes, in collaboration with relevant stakeholders

● Write, edit, and proofread technical documentation, ensuring accuracy, clarity, and consistency

● Gather data and metrics to measure performance and benchmark against prescribed agency practices

● Ensure acquisition processes and procedures comply with federal regulations and agency policies, conducting audits to assess compliance and recommending corrective actions when needed

● Identify, implement, and evaluate process improvements to support continuous improvement initiatives

● Operate under general administrative supervision with the expectation of working independently and presenting findings to executive personnel

Qualifications

● At least six (6) years of federal acquisition experience and broad knowledge of federal acquisition practices

● Bachelor's Degree (preferred)

● Proven experience as a Technical Writer; excellent writing, editing, and proofreading skills

● Strong understanding of federal acquisition concepts and ability to translate them into concise language.

● Familiarity with the FAR and USAID policies (desired), federal contracting procedures, and procurement processes

● Ability to work independently and as part of a team.

● Must be able to obtain or retain a Public Trust clearance; the security screening process may involve a credit, fingerprint, and law enforcement agency check

● Must be a US Citizen

Salary Range: $85,000-$90,000 or commensurate with experience
