This includes user manuals, training materials, and other technical documents that are crucial to the success of our clients' technology projects. You will work closely with our team of consultants and developers to understand the technical aspects of our projects and translate them into clear and concise documentation.

About the Role:

We are seeking a highly motivated and experienced Information Technology Security Standards Consultant/Technical Writer to join our team and support the Maryland Longitudinal Data System Center (MLDS Center) in revising its Data Security and Safeguarding Plan (DSSP). This critical project involves modernizing security protocols, ensuring compliance with industry standards and Maryland state regulations, and enhancing the MLDS Center's overall security posture.

Responsibilities:

  • DSSP Development & Revision:
    • Lead the development and revision of the DSSP, incorporating:
      • Robust access control and authentication protocols.
      • Comprehensive privacy compliance standards and security audit procedures.
      • Effective breach notification and response plans.
      • Data retention and disposition policies aligned with regulatory requirements.
    • Ensure the DSSP aligns with Maryland Department of Information Technology (DoIT) requirements, industry best practices (e.g., NIST, ISO 27001), and relevant cybersecurity frameworks.
  • Standards & Policy Analysis:
    • Conduct thorough reviews of existing MLDS Center documentation, industry standards, and best practices.
    • Identify and address gaps in current security policies and procedures.
    • Recommend and implement necessary improvements to enhance data security.
  • Collaboration & Stakeholder Engagement:
    • Collaborate closely with MLDS IT staff, DoIT representatives, and other stakeholders to gather requirements, gather input, and ensure stakeholder buy-in.
    • Effectively communicate complex technical information to both technical and non-technical audiences.
  • Deliverables:
    • Produce a comprehensive, well-documented, and compliant DSSP that meets all project objectives.
    • Deliver actionable recommendations and implementation plans to enhance the agency's data security posture.

Qualifications:

  • Education: Bachelor's degree in Information Technology, Cybersecurity, Computer Science, Technical Writing, or a related field.
  • Experience:
    • Minimum 5 years of experience in developing and revising IT security policies and procedures.
    • Proven expertise in technical writing, including the ability to create clear, concise, and easily understandable documentation.
    • Strong understanding of IT security concepts, including access control, data encryption, threat modeling, and incident response.
    • Experience working with industry-standard security frameworks (e.g., NIST Cybersecurity Framework, ISO 27001).
    • Familiarity with relevant privacy laws and regulations (e.g., HIPAA, FERPA, GDPR).
  • Preferred Skills:
    • Experience working within the Maryland state government IT environment.
    • Knowledge of data governance principles and frameworks in an educational setting.
    • Excellent communication, interpersonal, and presentation skills.
    • Proficiency in using project management tools.

Work Environment:

  • Primarily remote work with flexibility for on-site meetings at the Maryland State Department of Education (200 West Baltimore Street, Baltimore, MD 21201).
