Introduction

The Maryland Emergency Medical Services (EMS) System is a coordinated statewide network that includes volunteer and career EMS clinicians, medical and nursing personnel, communications, transportation systems, trauma and specialty care centers and emergency departments.

The Maryland Institute for Emergency Medical Services Systems (MIEMSS) oversees and coordinates all components of the statewide EMS system in accordance with Maryland statute and regulation. This includes planning, operations, evaluation, and research. MIEMSS provides leadership and medical direction, conducts and supports EMS educational programs, operates and maintains a statewide communications system, designates trauma and specialty centers, licenses and regulates commercial ambulance services, and participates in EMS-related public education and prevention programs.

POSITION DUTIES

An Emergency Medical Services Communications Operator(EMSCO), Lead is the lead level of work operating emergency communication equipment in the Emergency Medical Resource Center/System Communications Center. Employees receive, clarify, relay and dispatch medical information and coordinate medical consultations between field medics, local emergency communication centers, physicians and hospital personnel. Employees in this classification assign, review and approve the work of Emergency Medical Services Communications Operators. Employee receive general supervision from an Emergency Medical Services Communication Operator Supervisor. Employees are subject to call and may be assigned to day, evening or night shifts which may include weekends and holidays. The EMSCO Lead is differentiated from the EMSCO II in that that EMSCO Lead assigns, reviews, and approves the work of EMSCO and the EMSCO II does not have lead responsibility. The EMSCO Lead is differentiated from the EMSCO Supervisor has full supervisory responsibility for lower-level EMSCOs.

Position Duties Include but are not limited to:

  • Answers calls requesting medevac helicopter transport
  • Checks work of EMSCOs assigned to shift
  • Assigns tasks and provides direction to EMSCOs assigned to shift
  • Monitors performance of communications equipment and reports faults to appropriate repair technician
  • Answers calls from public for assistance with DHMH matters
  • Documents activity using written and automated records. Such as EMRC Logs, Radio/Telephone Logs, Cad system, HUD, and CHATS
  • Administers hospitals status program (CHATS) to provide notification of changes to effected EMS providers
  • Answers calls from EMS field personnel requiring communications with hospitals for notification or medical direction
  • Monitors helicopter tracking tools for flight safety
  • Assigns and dispatches appropriate aircraft-Monitors weather conditions and other factors related to flight safety
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience at an Emergency Communication System as an operator or from the field as a pre-hospital clinician. This experience can include experience working as a licensed Emergency Medical Technician (or above) or Emergency Medical Dispatcher.

Notes:

1. Candidates may substitute additional experience in an emergency communication system receiving, relaying and dispatching information on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Emergency Communications or Management classifications or Emergency Communications or Management specialty codes in the Emergency Management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Experience documenting activity using written and automated records such as EMRC Logs, Radio/Telephone Logs, CAD system, HUD, and CHATS
  • Experience answering calls from EMS field personnel requiring communications with hospitals for notification or medical direction, monitoring helicopter tracking tools for flight safety, assigns and dispatches appropriate aircraft, answers calls requesting medevac helicopter transport, and checks work of EMSCOs assigned to shift


LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Preferred certification for candidates applying for positions in this classification is an Emergency Medical Technician certificate or above.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call 24 hours a day and will be required to provide the employing agency with a telephone number where they can be contacted.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
