Overview
GBSI is seeking an Information Technology (IT) professional for the role of Technical Writer / Web Developer in Landover, MD to provide support to set guidelines and standard procedures for producing documentation, establishing documentation schedules, and serve as the editing authority for final documents. This candidate must have excellent communications and interpersonal skills, be proactive, possess excellent problem-solving and organizational skills, and be self-motivated. This position also includes Document Administrative (Document Control) responsibilities.

Responsibilities
- Creates and manages detailed program and project plans that map directly to larger team goals.
- Identifies resource requirements, task owners, milestones, dependencies, and key risks.
- Leads cross-functional internal teams through program milestones, serving as central coordination point.
- Ensures new and existing publications follow established documentation procedures.
- Leads internal process documentation.
- Evaluates existing publications for quality, relevancy, and accuracy.
- Creates documents from technical information provided by technical staff or ensuring documents produced by technical staff are consistent with formats and standards.
- Develops custom programs for web sites that will attract and appeal to users and provide desired information.
- Creates web applications and components from the requirements stage, through design, through production deployment.
- Possesses a thorough knowledge of programming and server software operations.
- Develops new web applications through packaged and customized applications.
- Creates web front-end user interface to new or existing databases using a combination of HTML, SQL, C, VB, or other languages to make business applications accessible.
- Designs and implements user-driven templates, databases, and interfaces for ease of use.
- Creates company-wide Intranet.
- Develops database-driven Web interfaces for rapid, real-time information sharing.
- Develops external web portals allowing users to input and retrieve accurate information.
- Possesses knowledge in graphics, layout, scripting, programming, as well as development involving compatibility and seamless integration with various technologies such as Java and ColdFusion.
- Organizes and maintains a comprehensive filing system for all documents to be readily available for fast retrieval.
- Processes and logs Incoming Correspondence as required.
- Adds training records and certifications to user records in the Contractor Position Roster List (CPRL).
- Ensures timely distribution of reports listing the latest revision level documentation to the appropriate stakeholders for review and ensure that obsolete documentation is archived and/or removed from distribution.
- LEVEL III: Bachelor's degree in a related field, with five (5) to eight (8) years experience is required; OR Masters degree in a related field with three (3) to five (5) years experience years of experience; OR a PdD with zero (0) to two (2) years experience.
- Active Top Secret TS/SCI clearance is required.
- Experience creating and editing technical documents.
- Ability to understand functional and technical specifications of IT systems.
- Must have a solid background in technical terminology for complex, enterprise level systems.
- Experience with translating technical details into user-friendly verbiage in the form of technical documentation.
- Must have excellent communication and written skills.
- Must demonstrate ability to work independently.
- Experience working with MS Office Products. Knowledge of MS Office Suite with proficiency in Word, PowerPoint, and Excel. Skills must include ability to create and modify styles, forms, and templates.
- Experience working with Jira and Confluence.
- Experience with a version control system.
- Experience with LibreOffice.
