Introduction

The Maryland Department of Labor, (MDOL), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional V. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

LOCATION OF POSITION

Baltimore County, Maryland.

Main Purpose of Job

Under the supervision of the Manager of Reemployment and Trade Programs and Services for the Division of Unemployment Insurance (DUI), the primary role of the Reemployment Specialist is to oversee activities related to unemployment services, specifically the Reemployment Services and Eligibility Assessment (RESEA), Reemployment Opportunity Workshop (ROW) Programs, and Job Services. This position includes implementing new reemployment initiatives aimed at increasing claimant accountability and facilitating their return to the workforce.

POSITION DUTIES

  • The Reemployment and Trade Specialist will report directly to the Manager of Reemployment and Trade Program Services at the Maryland Unemployment Insurance (MDUI) office.
  • This role involves collaborating with managers and facilitators from the Division of Workforce Development and Adult Learning (DWDAL), as well as staff from the MDUI Claims and Adjudication Center and other partners. The goal is to ensure that the needs of unemployed claimants are met through programs such as RESEA, ROW, TRA, RTAA, and Work Sharing.
  • The responsibilities of this position will be carried out with a strong emphasis on compliance with timeliness and accuracy standards for benefit payments. The Specialist will also provide excellent customer service to both claimants and employers.
  • Most communication with customers will occur via telephone and email, although there may be occasional in-person meetings. The customers will primarily include unemployed residents of Maryland seeking new employment, employers, DUI management and co-workers, DWDAL management and staff, as well as representatives from other agencies and partners.
MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Experience: Eight years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program OR four years of experience in administrative staff or professional staff work and an additional four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program .

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program, or an insurance claims processing and fraud investigations program OR four years of experience in administrative staff or professional staff work for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required general experience.

SELECTIVE QUALIFICATIONS

1. Minimum of two years' experience in customer service with at least one year of direct telephone communication with the

public/customers.

2. Knowledge of Unemployment Insurance laws and regulations.

Experience working in one of the following Divisions in the State of Maryland:
  • Unemployment Insurance (MDUI) Claims & Adjudication.
  • Workforce Development and Adult Learning (DWDAL) in Special Programs and/or as a RESEA/ROW Workshop Facilitator/Coordinator.
  • Knowledge of Unemployment Insurance-related trade benefit programs including but not limited to Trade Readjustment Allowance (TRA), Reemployment Trade and RTAA.


SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
