The City of Hillsboro is Searching for a Graphic Designer to join our Communications team! Visual storytellers who like working with a team to serve the community will enjoy the creative freedom and the community impact of this position.
DISTINGUISHING CHARACTERISTICS
Positions in this class create visual text and graphic images using computer software to communicate ideas that inspire and inform others. This position is responsible for the overall layout and production design for advertisements, brochures, flyers, newsletters, reports, and more. Communications include creating marketing campaigns and working with a variety of stakeholders to enhance and refine communication materials. The incumbent works with Citywide Communicators and the Communications Team to help guide communications for the entire City, as well as working with individuals throughout the City to serve communications needs.

The following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.
Serves as a website editor supporting the City Manager's Office and other departments as assigned, to include technical Content Management System editing work, writing, photo, and image resizing, accessibility and working with the Communications Manager and departments to establish successful processes to create and implement quality web content. Designs and produces visual marketing and communication materials in support of City programs or projects, such as department, facility, or project newsletters (examples include the Library's Shelf Talk email newsletter, a print newsletter for the Senior Center, and a Library Events Guide), using Adobe Creative Suite software: InDesign, Illustrator, Photoshop, ensuring that all work product adheres to and reflects the City of Hillsboro Brand. Designs and produces publications, which may include the Parks & Recreation Activities Guide, the Hillsboro A+E, Hillsboro Senior Center Newsletter (formerly), the Hillsboro Library Events Guide, the Parks Map, the Hillsboro Parks & Recreation Style Guide and Strategic Plan, the City Views newsletter and others as needed. Provides Citywide print and digital graphics, secondary images, promotional materials, and online marketing related to assigned facility, program, or project. Creates marketing materials such as flyers, posters, wall banners, popup banners, large-scale graphics, vehicle wraps, wall décor, exterior signage, decals, stickers, social media posts, signs, web pages, web calendar items. Serves as liaison with external printers on a regular basis to ensure deadlines are met, materials are printed to the highest quality, while using resources responsibly. Gathers information from various departments, create layout, place images, create advertisements, place text. Coordinate with the department for proofing and edits and with the printer. Ensures collaborative communication with department Public Information Officers and other staff on projects. Manages digital communication/signage screens for various departments throughout the City. Creates messages and upload to Digital Signage software. Produces videos in support of a program or project, which may include office and/or field work; includes script writing, interviewing, coaching, videoing, and video editing. Supports the City's social media efforts to enhance public engagement through city social media feeds, including Twitter, Facebook, YouTube, Instagram, etc. Researches and writes feature stories, articles, and other document types about a program, event, or project for both internal and external audiences. Assists with graphic design projects and proofreading. Plans, reviews, executes, attends, and supports in-person and virtual community outreach and engagement activities, including open houses, ribbon cuttings, community events and other City-sponsored events. Provides technical and administrative support to departments and assigned supervisors. Coordinates programs and may serve as project liaison with internal and external stakeholders in support of programs. Receives and responds to internal and external customer inquiries and information requests. Researches, analyzes, troubleshoots, and provides information and support related to the functional area of the assignment. Manages records and information in any format, in accordance with applicable statutes, regulations, and City policies, guidance, and records retention schedules. JOB QUALIFICATIONS / REQUIREMENTS:

EDUCATION AND EXPERIENCE:
Associate's degree in Graphic Design, General Studies, Communications, Journalism, or a closely related field; and three years of related experience in the area of assignment; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Preference may be given to candidates who are bilingual in Spanish/English and bilingualism is our ideal as opportunities for community engagement abound. Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census, at a proficiency level determined by a fluency test administered by the City, will receive a monthly premium of three percent (3%) of their regular base pay.
