Office of the Director of National Intelligence Technical Director McLean, Virginia Apply Now Summary: The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing, and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities: Serve as the NCTC's Office of Information Technology Services' principal advisor on technology issues directly supporting the Assistant Director of ITS. Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers. Work with Project Managers to oversee and make recommendations on the work of system integrators. Develop, evaluate, and analyze project proposals and action plans: determining impact on current resources and forecasting resource needs. Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas. Analyze a wide range of short and long-term strategic issues resulting from changes in legislation and policy or new technologies to assess the effect on NCTC's mission, develop strategy, and conduct planning and programming. Work in conjunction with technical partners to deliver capabilities that leverage and integrate with the organization's broader IT and data ecosystem to enable faster, more-informed support to operations. These efforts focus on modernizing and securing the IT foundation, capitalizing on new technological advances, and delivering a more seamless user experience. Requirements: Conditions of Employment: Must be a current permanent ODNI employee or a current permanent Federal employee. Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications: Expert experience in cross-community complex programs and making expert recommendations to improve products and services; considerable ability to deal with service failures and prioritize customer needs. Strong knowledge of current technology trends and potential for the application of current and emerging technology solutions to meet customer requirements. Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. Experience: Generally, 12-15 years of IT related experience. IT related experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT Certification). IT related experience demonstrating each of the four competencies (Attention to detail, Customer Service, Oral Communication, and Problem Solving).
