Health and Safety Directorate (HSD)

The mission of the Health and Safety Directorate (HSD) is to protect and promote the health of the staff and dependents of the WBG/International Monetary Fund (IMF) wherever they may be, taking account of their individual health status, working environment, and job demands. HSD currently has four units: Mental Health and Wellbeing (MHW), Personal Health and Wellness (PHW), Occupational Health and Safety (OHS), and Operations and Administration (O&A), as well as staff in several regional and country-office locations.

Prevention and Health Promotion (PHP) Unit

A new Unit is being created whose mission is to enhance opportunities for all staff to live more healthful lives by implementing integrated initiatives to reduce the incidence and burden of chronic diseases and conditions (e.g., heart disease, high blood pressure, stroke, cancer, obesity, diabetes, depression) and their associated risk factors (poor nutrition, tobacco and other substance use, stress, and lack of physical activity). The Unit will focus on creating a strategy for global preventive health efforts in WBG Country Offices, as well as at HQ, designing and implementing health promotion initiatives and activities globally, that are high-quality, evidence-informed, and culturally sensitive. The Unit will engage in non-communicable disease risk assessment and mitigation activities, partnering with vendors and external partners to deliver screening, information sessions, and health fairs, as well as in engaging staff to partake in, and lead, prevention and health promotion activities.

Roles and responsibilities:

  • Works collaboratively across HSD, throughout the WBG and in partnership with internal and external stakeholders, to ensure delivery of high-quality programs, demonstrating results and lasting impact for their assigned portfolio.
  • Oversees design, implementation and coordination of health promotion, preventive health, and health education programs.
  • Provides project and program management services, ensuring use of evidence-informed technical strategies, cultivating strategic partnerships, and developing and delivering scorecards.
  • Fosters innovation within their team.
  • Ensures adherence to relevant institutional rules.
  • Oversees staffing and performance of Unit staff.
  • Is responsible for developing service-delivery strategies, gathering, and overseeing staff and institutional needs, growing new service opportunities, and providing oversight of proposal development globally.

This role requires proven experience and proficiency in managing diverse teams and is responsible for the strategic direction, technical excellence, and execution of global projects within the Unit and across HSD.

The position is based in Washington, DC with supervision of staff locally and globally.

Complexity & Problem Solving:

  • Provides senior direction and oversight for the newly formed Unit, including global-level projects in prevention, health promotion, population health, and potentially others, as assigned.
  • Leads program and project management by directing best practices, mentoring, and support.
  • Enhances innovation and standardizes leading practices, offering expertise to project and program staff to improve project management methodologies and tools.
  • Sets strategic goals and drives team to develop cohesive global experiences that strengthen and expand partnerships.
  • Ensures development and deployment of technical strategies and practices, driving technical excellence throughout and establishing HSD’s technical leadership.
  • Collaborates with internal HSD management on refining project and program techniques and implementation.
  • Manages unit’s budget, capacity planning, resolves resource conflicts, and oversees inter-project dependencies.
  • Advances organizational commitments to diversity, equity, inclusion and belonging.

Collaboration & Interaction:

  • Acts as a communication conduit for project status, actions, decisions, risks, and issues, and schedules for the Unit and/or associated programs.
  • Collaborates with others inside and outside of HSD to resolve issues and ensure cross-functional project consistency and implementation.
  • Provides and analyzes project, program, and Unit metrics and analytics to support decision-making.
  • Communicates progress to senior leadership through dashboards and reporting.
  • Builds positive working relationships with Country Office leadership, global and local communities, UN representatives.
  • Collaborates with WBG internal and external parties (including IFC, IMF and other multi-national agencies), demonstrating effective communication, teamwork, and relationship-building.

Management & Supervision:

  • Sets goals and budgets for Unit and projects, leading the Unit in achieving strategic goals.
  • Provides Program Management leadership on complex and cross-functional programs as needed.
  • Provides capacity planning input and identifies potential resource challenges.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
  • Provides technical expertise to Unit staff and reviews programs/projects to ensure highest quality and evidence-informed initiatives.

Selection Criteria

Minimum Qualifications

  • Doctorate degree (e.g., MD, PhD, PsyD, EdD, DNP,) in Preventive Health, Health Promotion, Health Education, or a Related Field.
  • Demonstrated 15+ years of relevant experience in project management, including 10+ years of corporate strategic leadership or line management experience.
  • Proficiency in applicable rules, regulations, and policies associated with international health.
  • Demonstrated experience in sector-specific project management and implementation.
  • Experience in leading and managing complex projects of national/international scope.

Preferred Qualifications

  • Postdoctoral clinical training in a Primary Care specialty, or Preventive Health, if an MD/NP/RN.
  • Additional master’s level, or higher, degrees in Public Health, Health Promotion, Occupational Health, or related fields.
  • Project management certification.
  • Additional languages, especially French or Spanish, are desired.

Knowledge & Skills Qualifications:

  • Strong demonstrated background in the science of prevention, health promotion, primary care, population health, or equivalent, with the ability to understand, analyze and address emerging trends, new evidence, and scientific research.
  • Comprehensive knowledge of project management theories, concepts, and practices.
  • Familiarity with large-sized organizations, including international development, non-governmental or governmental organizations.
  • Excellent time-management, multi-tasking, and organizational skills.
  • Strong negotiation, collaboration, critical thinking, and problem-solving skills.
  • Excellent oral and written communication skills in English.
  • Ability to motivate, influence, and collaborate across all levels of the organization.

Travel: At least two global trips a year, including to FCV settings.
