Work Hours: 40 hours/week with variable daytime, evening, and weekend hours to support the operational needs. This classification performs a variety of technical/professional/supervisory duties in the Manatee County Public Library System. Supervision is exercised over library staff. Work involves working both with the public and behind the scenes, handling branch and/or section responsibilities. Work is performed under the general supervision of a Librarian III or higher level of management.

Working Conditions:
Indoor/Office situation; high noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance. May require working at a computer for extended periods of time.

Essential Functions:
These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.

  1. Supervises the operation of a section within a branch and/or performs as the assistant supervisor of a branch or section within the Central Library.
  2. Provides reference and readers advisory services to the general public.
  3. Performs technical cataloging and/or circulation tasks.
  4. Compiles bibliographies, bookmarks, reading lists, etc., as necessary.
  5. Plans, coordinates, and presents adult and juvenile programming, both inside the library and in community facilities, as requested.
  6. Acts as library liaison to community groups. Develops community contacts.
  7. Supervises/coordinates the work of clerical support and professional staff.
  8. Maintains currency in professional library issues, developments, materials, and equipment.
  9. Coordinates activities of section in collection management routines.
  10. Trains/instructs patrons in print/non-print/automated library resources.
  11. Interprets and enforces relevant Library/County policies and procedures to the public.
  12. Prepares monthly, annual and special reports/statistics.
  13. May schedule, train and/or supervise volunteers, public service workers, and AARP workers.
  14. Participates in the selection of staff. Trains, supervises, evaluates and schedules staff within area of responsibility.
  15. Prepares publicity for assigned area for transmission to information coordinator.
  16. Participates as part of library system management team and attends meetings as required.
  17. Recommends policy changes to immediate supervisor/administration.

Performs other related work (including weather or other extreme emergency duties) as required.

Minimum Qualifications:

Master's degree in library science from a university or college accredited by the American Library Association, with a minimum of three (3) years of library experience.
Minimum of one (1) year of supervisory experience.
Valid driver license required, with valid Florida driver license required within 30 days of hire.

Knowledge, Skills, and Abilities:
Knowledge of modern principles and practices of library science and of library materials, library organization, procedures, policies, aims and services.
Knowledge of automated systems with regard to library procedures and services. Knowledge of basic supervisory principles and practices.
Ability to perform library technical tasks and carry out assignments independently. Ability to establish and maintain good relationships with public and staff.
Ability to use and apply computer applications.
Ability to maintain discipline among patrons.
Ability to communicate clearly, orally and in writing.
Ability to work rotating schedules, including days, nights and weekends.
