Salary: $25.5337 - $28.1609/hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule: Monday through Friday, 9:15 a.m. -6:15 p.m.

Job Summary:

Under direction, to perform a variety of professional librarian duties in support of library services and programs including in the areas of technical services, children's services, circulation services, outreach services, reference, and technology support and training.

Scope of Responsibility:

Incumbents have a very high degree of understanding of department and functional operations and are able to work with considerable initiative. Working with management guidance, incumbents administer and implement department policy and procedure. Incumbents must have the ability to make judgments based on their analysis of the situation. Work product has a limited impact on departmental operations and to a lesser extent the operation of the City. Incumbents must have the ability to exercise discretion regarding confidential matters and provide detailed procedural explanations or technical information. Incumbents provide supervision and training to support staff and volunteers.

Supervision

  • Exercises technical and functional supervision over lower level staff and volunteers.
  • Provides proper guidance when assigning work.
  • Prioritizes work assignments to lower level staff appropriately.
  • Provides proper training and assistance to lower level staff when required.
  • Oversees Library operations in the absence of Library managers.

Library Operations

  • Reviews, selects, and orders Library materials in print, audiovisual and digital formats to suit needs of patrons.
  • Manages the Library’s collection of print, audiovisual and digital materials; analyzes, updates, and orders age-appropriate materials for various sections within the library.
  • Assists in the development, implementation, and evaluation of programs and services in the assigned areas of service.
  • Performs circulation duties using a computerized circulation system and bibliographic utility including checking books in and out, registers patrons, updates patron accounts, collects fines, and creates special entries.
  • Maintains public and staff areas of the Library through material & resource recovery and cleanup, shelving books and other resources, preparation for opening & closing, equipment maintenance.
  • Processes requests for interlibrary loans; processes received items; compiles statistics on number of loans and requests.
  • Maintains and continually updates knowledge of new and existing library materials and resources.
  • Actively participates in updating websites and social media platforms for the Library.
  • Produces digital promotional materials for publications, websites, social media and other distribution. Contributes to Library newsletter.
  • Participates on a variety of committees, boards, and task forces; attends, and participates in professional group meetings; stays abreast of new trends and innovations in the field of library and information science.

Patron Relations

  • Initiates communications with patrons to determine needs for assistance in finding information or materials, obtaining a library card or other resources or services.
  • Instructs patrons and staff in the use of the Library and its resources and equipment; performs & assists patrons in computer searches; instructs patrons on the use of the Dewey decimal classification system, use of all other Library equipment.
  • Refers Library patrons to community organizations and other alternate resources not within the Library.
  • Maintains local community contacts; initiates, develops, and maintains positive relations with patrons and others as relevant to local library operations and services.
  • Schedules and conducts orientation tours of the library for groups and individuals.
  • Responds to and resolves inquiries and complaints.

Program Development & Delivery

  • Performs a variety of public relations duties; makes public speaking appearances before local groups and organizations; promotes Library usage through programming, public relations, outreach, and tours.
  • Develops age appropriate or targets audience educational and promotional programs, and delivers programs to target audiences.
  • Provides instruction to patrons in the use of Library and online resources, and computer software and hardware.

Areas of Specialty

Bookmobile Services

  • Drives bookmobile to various locations in Billings and Yellowstone County; check oil, fuel, tires, and other mechanical condition of bookmobile; reports repairs needed.
  • Develops, executes, manages, and promotes Library’s Bookmobile program; provides on-site library outreach services to schools, senior centers, neighborhoods & patrons.
  • Chooses stops; creates and disseminates the Bookmobile calendar in coordination with schools and other community partners.
  • Maintains the Bookmobile collection by purchasing, rotating and weeding materials; fills patron requests.
  • Assists patrons with accounts, assigns new library cards and provides instruction on the use of library resources.
  • Empties external book returns as needed.

Performs other duties as assigned.

Required Qualifications/Skills:

  • Master’s degree in Library Science or a related field

OR

  • Bachelor’s degree with specialized certification in the library or related field and more than one year of experience

AND

  • Strong interpersonal skills
  • A Montana Class B Commercial Driver License (CDL) with airbrake endorsement

Preferred Qualifications/Skills

  • Experience with city government and knowledge of department or function operations

Requires physical effort lifting up to 25 pounds and pushing up to 200 pounds on a wheeled cart approximately 25% of the time. Requires limited physical effort moving up to 5 pounds on an occasional basis between 15% and 45% of the time. Requires high attention to detail or deadlines 75% of the time. Exposure to disagreeable elements, in moderate intensity, less than 5% of the time.
