VoIP and Communications Administrator:

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.

Job Description:

The VoIP and Communications Administrator is responsible for overseeing and managing the telecommunications systems within HOC, ensuring seamless operation across multiple devices and locations. This includes the setup, maintenance, and troubleshooting of VoIP systems, as well as the integration of cellular services to meet organizational needs. The role involves working closely with vendors to address technical issues and minimize downtime, as well as ensuring cost-effective cellular management and inventory control. Additionally, the position is tasked with collaborating with division administrative staff to ensure timely management of VoIP and cellular-related invoices.

This position requires a strong knowledge of telecommunications, including VoIP devices and soft phone technology, as well as experience in cellular management. The successful candidate will demonstrate excellent communication skills, as they will interact with employees at all levels, as well as external vendors. The ability to independently manage tasks, apply sound judgment, and adapt to new challenges is essential, as the role directly impacts HOC’s operational efficiency.

EXAMPLE OF DUTIES:

  • Test, and assist with the implementation of VoIP networks.
  • Provide technical assistance and support for VoIP issues, as the first layer for HOC employees and the IT Division.
  • Identify and resolve issues relating to Telephony and act as the liaison for HOC’s Communications providers.
  • Work with vendors to establish and maintain cost-effective and efficient VoIP network solutions.
  • Provide technical support for HOC’s VoIP platforms.
  • Ability to interpret technical documentation provided by the Vendor.
  • Perform Telephony network and system administration.
  • Performs installation and maintenance of phone lines (wireline, broadband, VoIP) at HOC scattered sites, providing connectivity to fire alarms, elevators, security equipment, and other emergency services.
  • Provide VoIP use instructions to HOC Staff for both end-user language and technical jargon.
  • Review, edit, and review technical documentation as needed.
  • Perform hardware asset management related to the Telephony platforms.
  • Perform Moves, Adds, &/or Changes within the VoIP platform (managing this platform with the assistance of the VoIP vendor).
  • Perform role-based and system-specific administrative tasks.
  • Perform hardware and software diagnostics related to the VoIP platform with assistance from the VoIP vendor.
  • Perform role-based and system-specific administrative tasks.
  • Coordinates installation and connectivity for all telecommunications services.

MINIMUM QUALIFICATION:

Experience:

  • At least three (3) years of applied experience within this discipline (Telecommunications and/or VoIP management)

Education: A Bachelor’s Degree in Computer Science, Computer Management, or equivalent.

Knowledge, Skills, and Abilities:

  • Working knowledge of Telecommunications.
  • Working knowledge of Voice-over-Internet-Protocol principles.
  • Working knowledge of Cellular device management.
  • Working Knowledge of the use of ‘soft-phone’ technology.
  • Expertise in managing VoIP systems that span multiple buildings and end-points within an organization
  • Familiarity with cellular management practices, including inventory control and optimization.
  • Strong communication skills including knowledge of document producing software and its use.
  • Skilled in integrating and managing communication technologies to ensure seamless service delivery.
  • Strong negotiation and problem-solving skills to resolve issues and reach agreements with vendors, carriers, and internal teams.
  • Ability to manage VoIP and cellular-related invoices, ensuring timely processing and compliance with company policies.
  • Ability to troubleshoot a variety of technical instructions that deal directly/indirectly with the Telecommunications discipline
  • Ability to work in a team environment as well as an independent and individual contributor.
  • Ability to present technical information in a clear and understandable manner to non-technical staff.

* Grade 22- Min: $65,642/ Mid: $86,890/ Max: $108,138 | Salary determined by departmental budget - Offer commensurate with experience
