GENERAL DESCRIPTION: Under the direction of the Deputy City Manager, this position is responsible for overall communications with citizens and coordinating public relation programs designed to create and maintain a favorable public image for the City of Brownwood, Municipal Development District, and Visit Brownwood.

This position develops, organizes, and manages strategic City-wide communications efforts, including but not limited to economic development, tourism campaigns, emergency management, and public safety. Functions as a specialist within the organization on communication methods and issues. Identifies and manages the dissemination of appropriate communication projects, developing communication strategies, and oversees all platforms of City communication, including website, social media networks, and printed materials. Maintains contact with the news media, prepares and disseminates press releases and announcements, arranges press conferences and serves as an information liaison for the City; can act as the City's Public Information Officer (PIO) as directed. Position is considered essential personnel, which requires being on duty to respond to emergency situations including but not limited to natural and/or man-made disasters and is included as key team member of the Emergency Operations Center. EXAMPLES OF SPECIFIC WORK PERFORMED:

Establishes and maintains positive media relations.Provides premier customer service to internal and external customers by responding to requests in a timely and professional manner. Communicates organizational goals to public, media, organizations, and all levels of government.Responsible for internal communications content that is delivered within an organization.Serves as the main contact person within the City for the media, citizens, and other agencies for communication needs.Serves as a spokesperson for the City when directed.Plans and manages the City's communications needs and marketing strategies city-wide, including near and long-term goalsWrites official City news releases and community announcements by gathering information from city departments.Organizes meetings with media representatives to keep open lines of communication.Directs, plans and develops information material to communicate with the city staff, citizens, businesses and visitors.Coordinates the work of City employees engaged in public information activities and in creating and producing communications in a variety of media.Trains city department managers and supervisors on media relations.Oversees and manages the design, development, and maintenance of all city's website(s), social media networks, and multimedia assets.Consults with and advises elected officials and management staff on communication and media issues.Coordinates and/or assists with community outreach events and other public input meetings or city events.Develops and/or participates in cooperative marketing projects and regional strategies with promotional partners, convention, and businesses.Assists with coordination of special tourism events, facility campaignsOversees and coordinates the research, writing, design, and editing of all publications produced for citizens, businesses and visitors, whether electronic or in print.Designs, produces, and coordinates advertisements, brochures, and marketing collateral.Serves as project coordinator for all city dedication, groundbreaking and grand opening ceremonies.Works will City staff to prepare special reports for City Council and/or groups.Responds to emergenc situations to coordinate information. Functions as the City's Public Information Officer (PIO) when designated.Attends and participates in professional meetings, seminars and conferences as directed.Responsible for protection of corporate trademarks and other city symbols and marks.Must maintain regular attendance and work varied hours with some evening and weekend hours.

POSITIONS SUPERVISED: Digital Media Specialist.

EDUCATION AND EXPERIENCE: Possession of a Bachelor's degree in a related professional or technical field required. At least five years of media, marketing and/or public relations experience required. Any combination of education and experience may be considered as a substitute for a degree or years of experience.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

Ability to sit, stand, and move about an office environment and outdoor environments such as city facilities, special events, job sites, etc.Employee occasionally lifts materials weighing approximately 20 to 30 pounds or climbs in order to reach cabinets and files.Ability to bend and squat in order to file or retrieve information.May be exposed to electrical, mechanical, or chemical hazards when operating/maintaining office equipment.Ability to see and handle small objects.Light physical activity.

SPECIAL REQUIREMENTS: Must be able to work some holidays, weekends, or after hours for special events, meetings or during emergency situations.
