The City of Covina is now accepting applications for the position of Librarian I in the Parks & Recreation and Library Services Department.
DEFINITION:
Under general supervision, provides professional library services in such areas as acquisitions, youth services, readers advisory, reference and automated information services; instructs patrons in the use of print, audio visual and online resources; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Librarian I is a journey level classification, responsible for orienting patrons to library procedures, practices, resources and specialized information sources. May oversee the provision of specialized services such as reference, youth services and automated information services. This classification is distinguished from the next higher classification of Librarian II in that the latter has broader responsibilities with overall library supervision and delivery of programs and services. Positions in this class series are flexibly staffed and positions at the Librarian II level are normally filled by advancement from the Librarian I level with three (3) years of increasingly responsible library experience and responsibility for a major library collection or activity, functional cross training in other library service areas, meeting the educational requirements, and successful performance reviews. The decision to fill the higher-level Librarian II position is at the Department Head’s discretion. Work schedule may include evenings and weekends.
SUPERVISION RECEIVED/EXERCISED:
Receives general supervision from the Library Services Supervisor. Incumbents in the classification do not routinely exercise supervision but may provide functional and technical supervision and training for staff and volunteers.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
- Offers specialized professional assistance to patrons in person and by telephone; orients patrons to library procedures, resources and specialized information sources; provides services in a variety of areas in the Library, including youth and adult services, reference, readers advisory, and automated information services; instructs patrons in the use of print, audio visual and online resources.
- Applies general library materials selection standards and policies.
- Advises and assists library patrons in locating and choosing appropriate materials and in using various reference sources.
- Provides quality customer service; responds to questions and concerns from library patrons, the general public, departmental staff and other agencies; provides information and resolves service issues or complaints; represents the department with other City departments, other agencies, civic groups and the public.
- Assists in the development and implementation of special programs and services.
- Participates in the preparation and presentation of workshops and training for staff development; participates in collection development in assigned areas, including selection, weeding and maintenance of materials; catalogs and classifies library materials; recommends, maintains and continually updates knowledge of new and existing library materials and resources.
- Prepares bibliographic guides to the Library’s collections; compiles, catalogs and classifies information materials.
- Provides diverse general and in-depth reference services; recommends appropriate research methods and strategies; prepares, publicizes and conducts specialized programs for youth and adult patrons; makes presentations to community organizations and schools; provides for educational and entertaining programs for patrons; creates displays and informational brochures; arranges and conducts tours of the library; assists patrons in the use of automated equipment, software and databases found in the library; assists in the troubleshooting of problems with computers, peripherals, internet sites, and databases.
- Monitors and keeps informed of current trends in the field of library services; plans and develops programs and collections for use by particular groups of patrons; attends professional meetings and conferences.
- Uses and instructs others in the use of computers to locate information through electronic networks; diagnoses problems with computer and database; orders repairs as needed.
- Assists in scheduling staff; serves as liaison with volunteer program.
- Establishes positive working relationships with representatives of community organizations, state/ local agencies and associations, City management and staff, and the public.
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
Physical
Physical Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires dexterity and coordination for fine manipulation for grasping and repetitive hand movement for tasks such as handling files and single pieces of paper, or in preparing and retrieving statistical reports and data using a computer keyboard. Some reaching for items above or below desk level. Additionally, the position requires both near and far vision in reading correspondence, written reports and work-related documents. Acute hearing is required when providing phone and personal service. The incumbent in this position may be required to drive a City vehicle. The need to lift, drag and push files, paper, book carts, boxes of books, and donated materials, and documents weighing up to 25 pounds is also required, as well as speech sufficient to communicate in group settings without the aid of a microphone.
Mental
Operations require almost continuous attention. Strong cognitive abilities and remaining alert and aware of surroundings are necessary for problem-solving, working through assignments, and safety. Incumbents are required to use written and oral communication skills, read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; perform highly detailed work on multiple, concurrent tasks; work under deadlines with constant interruptions; and interact with City management, staff, the public and others encountered in the course of work.
Environmental
Work is performed in a standard office setting, with direct contract with the public. Environment is generally indoors and clean, with limited exposure to dust, fumes, odors or noise. Work schedule may include evenings and weekends. The incumbent may use cleaning chemicals, which may expose the incumbent to fumes, dust, and air contaminants.

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Education and/or Experience:
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Librarian I. A typical way of obtaining the required qualifications is to possess the equivalent of two (2) years of increasingly responsible library experience, and a Bachelor’s Degree with Library-related education.

Theories, principles and practices of library sciences; authors, books, media and other library resources and sources of information; principles and practices of collection development, cataloging and classification; principles and techniques used in bibliographic research; basic reference methods, techniques and resources; use of microcomputers to search for information and to tie into network sources from other library systems; basic principles of mathematics; understanding of applicable federal, state and local laws, codes and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office practices, methods and equipment, including computers and specialized library software; methods and techniques for recordkeeping and report preparation and writing; proper English, spelling and grammar; and understanding of occupational hazards and standard safety practices.
Ability to:

Skill to:
Operate an office computer and a variety of software applications, including a variety of specialized library software.
