The successful candidate for this position will be a 1099 musician with Music Ministry International and be responsible for the following:

GENERAL:
This is a nonpersonnel services contract to provide a musician for the main Protestant and Catholic services at Fort Buchanan community. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Musician who in turn is responsible to the Government. 1.1 Description of Services/Introduction: The Musician shall provide all personnel to perform services on weekends weekdays evenings and holidays as required. The Musician is required to provide their own transportation to and from services and other items and nonpersonal services necessary to perform as a musician as defined in this PWS except for those items specified as government furnished property and services. Musicians and choir directors should be identified for the following: Main (hereafter defined as the Protestant service lead by the Garrison Chaplain) Protestant Catholic and blended or special services. 1.2 Background: The work is to be performed in support of the Fort Buchanan Command Master Religious Plan (CMRP) and in support of AR 1651 (Army Chaplain Corps Activities) Musician personnel shall have an extensive background in music. 1.3 Objectives: Musicians shall be responsible for playing the piano guitar and keyboard in support of religious services. 1.4 Scope: The Musician shall be able to provide music as a basic element of religious service. The Musician
shall be able to play contemporary praise music hymns or songs from the Protestant hymnal Catholic missal and other hymnals or songbooks selected by the Contracting Officers Representative (COR). The musician shall be notified one week in advance by the COR to provide for special numbers. Musician shall be able to maintain appropriate tempo play correct notes keep rhythm and maintain appropriate registration while playing the piano guitar or keyboard. Be able to play by ear and/or on sight music reading. Musician shall be able to provide acceptable prelude and postlude and contemporary praise music. The musician shall be able to accompany soloists ensembles and choirs with minimal rehearsals. The Musician personnel shall be able to play the piano guitar or keyboard for the main Protestant Catholic and special services (as describe below) to include religious holydays like Ash Wednesday Good Friday and military commemoration days like Veterans Day Memorial Day and 911. Musician can recruit volunteers from the congregation for the playing of additional instruments as needed but may not depend on volunteers to perform the requirements of this contract. The Musician shall accomplish special holiday performances which involves volunteers from the congregation that sing or play other instruments as indicated by the Contracting Officers Representative (COR). 1.5 Time and Period of Performance: 1.5.1 Hours/Units: Worship services and rehearsal times are subject to change by negotiation as required and directed by the Installation/Garrison Chaplain or his/her authorized designee. Typical hours for Weekly Service is: 9:30 AM
10:30 AM for Main Protestant Service and 11:30:12:30 for Catholic Mass. Rehearsals for Weekly Services are held: Tuesdays 6:30
7:30 p.m. for Catholic service and 8:30

Units Rehearsals for Special Services TTL: 244 1.5.2 The period of performance shall be for one year with 4 options year (12months each). Period of Performance will be established with award but established but will not be longer than 5.5 years. 1.5.3 Quality Assurance: The government shall evaluate the Musicians performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Musician has performed in accordance with the performance standards. It defines how the performance standards will be applied the frequency of surveillance and the minimum acceptable defect rate(s). 1.5.3 Recognized Holidays: Musician
is
required to perform on all holidays that coincide with religious events. These holidays include: New Years Day Labor Day Martin Luther King Jr. Birthday Columbus Day Presidents Day Veterans Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.5.5 Hours of Operation: The Musician is responsible for conducting business between the hours of 060020 hours (to include special services like Eastern Sunrise service at 0600) in line with Technical Exhibit 4 except when the Government facility is closed due to local or national emergencies administrative closings or similar Government directed facility closings. The Musician must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within the PWS when the Government facility is not closed for the above reasons. The Musician must be available for the variety of services i.e. Protestant Catholic and Blended or Special services. Schedules may change based on requirements congregations may increase or decrease depending on the religious needs of Fort Buchanan. The Musician shall be given 8 days written (via email) notice (when possible) of any required changes to musician services. 1.5.6 Place of Performance: The work to be performed under this contract will be performed at designated facilities at Fort Buchanan PR. Please see Technical Exhibit 4 for more information regarding chapel service type and service times. 1.5.7 Appearance and Conduct: The Musician shall at all times during the performance of this contract present a neat wellgroomed professional appearance in clericals appropriate to the conditions under which the service is being. Communication (to include: verbal discourse emails texts post office mail and the like) from Musician to RSO staff will always be professional. 2. SPECIFIC TASKS: 2.1. Basic Services. The Musician shall provide services for the Fort Buchanan PR Religious Support Program as outlined in the Commander Master Religious Plan (CMRP) (Technical Exhibit #5) Calendar and in accordance with their respective congregations clergy/Chaplain designated theme and genre. 2.2. Musician: Shall be bilingual and able to play a majority of instruments or a combination i.e. piano guitar or keyboard. Be able to play by ear and/or on sight music reading. Shall have thorough knowledge of traditional as well as contemporary worship music 2.2.1 Musician: Recruit volunteers to assist in band or choir as needed. 2.2.2 Musician: Conduct holiday programs in conjunction with the holiday services. During special holidays additional services and rehearsals may be required. 2.2.3 Musician: Plan and conduct one hour rehearsal during the week. The Musician shall not schedule any rehearsals practices meetings or any other choir activity that conflicts with regularly scheduled worship events to include religious education Sunday school or Fellowship. All rehearsals other than those regularly scheduled must be coordinated through the Religious Support Office and the volunteer musician or singers Interested Candidates are requested to forward their resume together with three references from individuals who can attest to the candidates good work and steadiness.
