Under the supervision of Assistant Library Director or Division Manager, develops and participates in the full range of routine to complex professional library services for the community, develops programs and services, identifies community needs, and provides highly responsible and complex assistance to the division head.

Responsibilities

  1. Assume functional supervision for the operation of an assigned division of the Library; plan, prioritize, assign, supervise, coordinate, review and participate in the work of staff responsible for providing Library services within the assigned division.
  2. Provides highly responsible and technical leadership enabling the Library to offer quality programs and services to the community; plans, prepares, implements and evaluates special projects, programs and services; assists patrons in the effective use of the Library's collection, facilities, and services.
  3. Plan, develop and implement division goals, objectives, policies and procedures that reflect the library's mission and services.
  4. Evaluates community needs and suggests programs/areas of service to meet those needs; responsible for the planning, design, implementation and evaluation of these programs and services.
  5. Works as a liaison with other community libraries, local schools, and other community groups; participates in community events and outreach activities; travels to attend meetings, workshops and conferences; represents the library at professional and community meetings and events.
  6. Participates in the recommendation and administration of operational policies, procedures, and processes for library.
  7. Takes charge of overall building supervision in conjunction with library management team; recommends and oversees solutions for various facility issues; responds to citizen inquiries and resolves difficult and sensitive complaints.
  8. Performs other duties as assigned.

Qualifications

  1. Ability to provide excellent customer service by meeting the public with tact, courtesy and an attitude of 'going the extra mile'. Skills to communicate effectively, both orally and in writing, to staff and a widely diverse public; make presentations and effectively represent the library; organizational skills.
  2. Ability to manage and coordinate the work of professional and para-professional staff; select, supervise, train, motivate and evaluate staff.
  3. Knowledge of modern library organization, procedures and policies.
  4. Knowledge of a wide variety of literature and non-print materials; ability to develop and maintain library collections for relevancy and accuracy.
  5. Knowledge of and ability to analyze community needs and new trends in library services including, but not limited to, next generation technology, new reference delivery models, digital collections, etc.; recommend specific plans for modifying or extending library services.
  6. Ability to coordinate special projects and programs that relate to improved library service.
  7. Knowledge of the principles and practices of planning and organizing workloads; ability to analyze professional and administrative problems and to take or recommend actions for their solutions.
  8. Ability to establish and maintain effective relations with the public and co-workers.

Minimum Qualifications

Master's Degree in Library Science. Two years of progressively responsible professional experience in a public library, including experience in supervision.

License & Other Requirements

A valid Class C California Driver's License.

Exempt/Non-Exempt

This is a non-exempt position. Overtime at the rate of one and one-half times the hourly rate of the classification is paid for hours worked in excess of 40 hours per week.

Background Check/Physical Exam

Individuals selected for employment will be required to take and pass a background check (fingerprinting) for all positions and medical exam for full time and permanent part time positions. The background check and medical examination are at City expense; and conducted by a law enforcement agency and physician designated by the City. Candidates who are currently working are urged not to resign until they have successfully passed the background check, physical examination and received a final offer letter.
