Seneca Resources is seeking an experienced Technical Writer. This person will serve to provide the following capabilities:
Research, prepare, and edit technical documents, including process manuals, user manuals, training materials, installation guides, and reports
With SME inputs, independently, be able to write detailed procedures and policy documents based upon discussions with process owners and in compliance with Standard Operating Procedures (SOPs)
Work independently to ensure effective content management and a regular business rhythm is established for reviewing and updating company documents from a shared document collaborative site
Maintain documentation changes within a Governance process, because of business process changes, reorganization or system enhancements
Maintain documents on a collaborative site where version control access is practiced
The Technical Writer must be able to understand what is being read and written to, not that the tech writer needs to be a content expert, but, must be able to correspond and make consistent the documentation based on the basic understanding. Besides the basic content, knowledge of the organizational references and interactions is needed. A key element of consistency is to understand the material to the point in which the technical Writer can identify similarities and inconsistencies in related documents
Be able to work independently in a workflow process environment. A sample flow of the Workflow environment currently is:
Documentation must be able to pass through the publishing system and the tech writer to monitor and make changes throughout the approval process (all within OIS). When all (4) OIS Reviewer check points are complete, the tech writer is to package and add cover form to deliver from the CIO to the CAO and then to the USCP policy division to publish
Documents completed within OIS are then pushed to the Associate CAO (Chief Administration Officer). When comments are returned, take ownership of the comments and incorporate without errors or consistency (e.g., correct consistent organizational names, revision numbers).
Minimum Qualifications Clearance and Place Of Performance Requirements:
Candidates must be able to obtain and maintain a Public Trust clearance. Obtaining the clearance requires a clean criminal background check based on fingerprints taken and processed at the customer site.
Candidates must be able to commute to the customer site at a minimum to provide their fingerprints for the clearance process and when cleared pick up the USCP assets (laptop, cell phone, badge) upon the first day of work and assignment end return the USCP assets
After the initial intake, a minimum of one day on-site at the customer stie is expected of this position. In addition, candidates must also be able to commute when needed to the customer site to meet with SME's and USCP personnel as required to complete assignments.
Minimum Qualified Degree, Certifications, Skills:
Bachelors degree or a 2-year degree with equivalent work experience in a relevant field
Minimum eight years experience in technical writing and desktop publishing
Knowledge & experience developing procedural IT / Technical documentation, process maps, & affiliated training materials.
Exceptional written communication & listening skills with strong proofreading and/or editorial skills and with proven experience at effectively understanding and addressing executive-level personnel (Associate Director, Deputy CIO, CIO) feedback and their relationship to the overall update process.
Proactively reach out to Content / Subject experts, interview and absorb their artifacts, and be able to translate the information they have provided. Where there are gaps, the Technical Writer can apply the best judgment to complete the gaps.
Moderate to the expert level in MS Office products including Word, Excel, PowerPoint, Outlook, and Visio
Moderate to expert level in Adobe Acrobat products. Note: Electronic signages and Certificates are regularly used to advance .PDF files
Desired Skills Considered a Plus:
SharePoint experience such that candidate is comfortable in posting, editing, versioning and removing documents on a Collaborative Site
Basic understanding of the impact Audit / Oversight organizations have on schedules and artifacts

Preferred documents to provide as examples include but are not limited to process and procedures documents for: Patch Management, Risk Management, Information Security Continuous Monitoring, Managing Software Releases, Vulnerability Management, Data Center Backup and Storage,Telecommunications
