Who We Are

In response to deaths resulting from encounters with law enforcement and the community’s demand for change, the Washington State Legislature created a new, first-of-its-kind agency: the Office of Independent Investigations (OII). This new agency was formed in 2021 and operates under the requirements of the law in which investigations involving the use of deadly force must be truly independent of the involved law enforcement agency.

Our mission is to conduct fair, thorough, transparent, and competent investigations of incidents involving use of deadly force. This approach is intended to remove conflicts of interest, improve accountability and transparency, and renew the public’s confidence. Through these efforts, we hope to strengthen the relationships between police and the community, build public trust, and promote effective policing. To help us carry out this mission, we are looking for folks of all levels to join our growing team.

As a Video Technician on our team, you will be pivotal in upholding the integrity and standards of OII by expertly preparing and managing video evidence. Your role includes assisting with public disclosure requests, providing on-scene support to the Investigative Division and video production and editing. Daily tasks will center around the collection, management, and distribution of video evidence, ensuring accuracy and compliance at every step.

Due to the nature of these positions, OII conducts a pre-employment background investigation prior to hire. Background investigations include a psychological evaluation, fingerprinting, and a polygraph.

Location: This position is hybrid with opportunities for remote work.

What You’ll Do

The Video Technician will advise on policies and protocols for video management, evidence collection, and storage, ensuring that investigative staff are properly trained in these areas. In addition to maintaining training and certifications necessary to uphold credibility, your responsibilities will include but are not limited to:

Forensics:

  • Collect video evidence from DVRs and other devices at scenes and follow-up locations.
  • Follow and stay up to date on best practices for handling video evidence and processing files.
  • Write supplemental reports and testify in court when needed.
  • Complete public disclosure requests and prepare videos for release.
  • Use Axon platform to create and share video evidence.
  • Edit videos for redactions, narrative releases, and presentations.
  • Apply equity and social justice principles while performing job duties.

Community Relations:

  • Support with external communications and video projects.
  • Produce, shoot, edit, and deliver creative video projects.
  • Develop creative concepts and scripts as needed.
  • Communicate ideas to internal stakeholders.
  • Coordinate video projects with agency leadership and staff.
  • Demonstrate proficiency with using software such as Adobe CC Premiere, Media Encoder, and After Effects.

General:

  • Advise on video evidence, production protocols, and policies.
  • Identify necessary video management and production tools.
  • Meet with staff in relevant divisions to stay informed on important issues.
  • Handle multiple, concurrent projects in an ever-changing environment.
  • Facilitate and recommend trainings.

Who You Are

Required / Minimum Qualifications:

  • Five (5) or more years of experience working in video production which includes operating audio and video production equipment
    • OR a combination of education, training, or experience which provides the equivalent to five years of background required to perform the work.
  • Experience tailoring communications and style to diverse audiences.
  • Strong awareness of safety practices for video evidence/property handling.
  • Completion of a pre-employment background check, which includes a mental health evaluation, fingerprinting, and polygraph.

Desired Qualifications:

  • Certification in forensics video, either International Association of Identification (IAI) or Law Enforcement and Emergency Services Video Association (LEVA).
  • Experience, coursework, and/or training on forensic software such as Medex, Amped FIVE, DVR Examiner.
  • Strong familiarity and/or experience working video production software such as Adobe Creative Cloud (Premiere, After Effects, Photoshop), AXON (video management and editing), or similar.
  • Video production experience in corporate, broadcast journalism, and/or military/law enforcement environments.
  • Proficiency with social media platforms and usage in filmmaking/marketing.
  • Ability to communicate effectively, both orally and in writing, for court and similar environments.
  • Detail oriented with the ability to remain focused on time-consuming tasks.

Special Requirements / Conditions of Employment:

  • Must be able to travel throughout the state as necessary and work flexible hours, including on-call as needed.
  • Employees driving on state business must have a current, valid driver’s license.
  • Employees driving a privately owned vehicle on state business must have liability insurance on the privately-owned vehicle.
  • Must abide by Criminal Justice Information Sharing Agreements.
  • Candidates will be subject to a background investigation including a national criminal history search, polygraph examination, and psychological evaluation. If current or former law enforcement (within 24 months) candidates will also be subject to advisory board review.
