New hires, re-hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate's experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role. The maximum salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

Position Overview: TEA's Performance Reporting Division seeks to ensure continuous improvement in the academic achievement of all Texas public school students by: continually improving, designing, developing, and implementing transparent, rigorous, and fair academic accountability systems and policy; providing accurate, comprehensive, user-centered academic performance reporting systems & reports, and tools & trackers based on stakeholder engagement and feedback; and monitoring and validating data to ensure the integrity of these accountability systems.

The Director of Performance Reporting Policy and Communications is responsible for setting direction and vision for state and federal academic accountability rating and reporting system policy and rulemaking. Additionally, this position is responsible for setting direction and vision for ensuring clear and effective communication that provides guidance and resources to help school administrators, teachers, parents, and the public understand accountability ratings and reports.

This position oversees two teams: (1) a policy team that is comprised of a Director of Accountability Policy & Strategy who has one additional direct report and (2) a communications team of 3 direct reports.

This position reports to the Division Director of Performance Reporting.

Flexible work location within the state of Texas may be considered for qualified candidates.

Essential Functions

Job duties are not limited to the essential functions mentioned below. You may perform other functions as assigned.

1. Direction of State & Federal Accountability Policy- Sets direction and ensures timely and effective management of the work related to the rulemaking (State A-F policy, accountability manual) and amendment (Federal USDE ESSA) processes that define the A-F and Federal accountability systems, including legislative requirements of the system(s).

2. Direction of Accountability Communications, Supports, Resources, and Website Design- Directs the division's responsibility to share important updates and timelines regarding state and federal accountability, data validation, and tools and trackers to all levels of audiences through various communication formats. Additionally, this position directs the improvement of performance reporting resources and website to be more effective and user-friendly, and to provide better clarity to stakeholders.

3. Direction of A-F Rating Appeals & Final Reporting- Works in collaboration with the Director of Accountability & Reporting to make decisions regarding the management of the intake, processing, and research on A-F Rating Appeals; this includes the management of the appeals panel, the re-run of approved appeals, and the reissue of ratings and corresponding communications.

4. Direction of A-F Accountability System Refresh- Works with the Director of Accountability Policy & Strategy to set vision and direction for the feedback gathering, design considerations, data/research and modeling, and committee work to gain approval on updates to the Texas A-F state accountability system. Ensures associated project management is completed to ensure timely and effective roll out of refreshed A-F Systems every five years.

5. Direction of Stakeholder Feedback & User Engagement- Sets vision for the division to form relationships and buy-in with stakeholders to gather feedback and understand the users of the A-F and federal school identification accountability systems. This includes directing work regarding the bi-annual survey, focus groups, stakeholder engagement sessions, regular ESC Accountability Coffee Chats, and the TAAG (Texas Accountability Advisory Group) and the ESC Accountability Group (EAG).

Qualifications:

Minimum Qualifications

• Education: Graduation from an accredited four-year college or university

• Experience: At least seven (7) years of experience in public school accountability or in working with a program that required outreach, training, and ensuring the understanding of the program by its stakeholders. At least two (2) years of experience as a supervisor or team manager is required.

• Substitutions: An advanced degree may substitute for two years of required experience.

Other Qualifications
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military
• Knowledge and experience in project planning, goal setting, and time management while handling multiple projects
• Knowledge and experience in statistical or data reporting and creating technical documentation
• Preferred knowledge of Texas public school education data and familiarity with the federal public school accountability system
• Preferred knowledge of state and federal educational policies and procedures
• Skill in assuring the quality and accuracy of work produced by self and others
• Skill in handling multiple projects
• Skill in exhibiting a positive attitude and professional behavior to support colleagues in achieving division and agency goals
• Ability to write clearly and concisely
• Ability to evaluate policies and procedures
