Overview

Technical Writer (EOIR 2025-22297):

Bowhead seeks a Technical Writer to join our team at the Naval Surface Warfare Center – Crane Division (NSWC-Crane). The Technical Writer will provide programmatic and Life Cycle Logistics support for current Electro-Optic Infrared (EO/IR) projects managed by the Electro-Optic Technology Division (EOTD), including programmatic services, procurement documentation development, budget formulation, financial execution and tracking, and technical writing. The contractor shall provide project management support including, but not limited to, the following: coordination of project operations including management of records, schedules, and correspondence; analytical support; deliverables tracking; task management; and support the development of milestones and objectives for current projects.

Responsibilities

Essential functions will include:

  • Write technical manuals, training manuals, and standard operating procedures for prototypes undergoing CONOP development. These manuals are prototypes themselves and are held to a shifting portfolio standard, not Navy or Crane doctrine.
  • Write lab SOPs for equipment, including Hazard Analysis of procedures. These are standard Crane SOPs and written to that standard.
  • Manage material tracking, including managing documentation for ordering and incoming material, and general organization of lab inventory.
  • Obtain and maintain certification in Hazard Analysis via NSWC Crane offered training.
  • Obtain and maintain certification in Non-Ordnance SOP Writing via NSWC Crane offered training.
  • Provide inventory and shipping/receiving logistics support for the T3Bravo Team and other components of the T3 project.
  • Work with other component/program Logisticians to receive, issue, transfer, or perform other functions for assets requiring dual reporting or managed by other programs.
  • Prepare documentation required to comply with OM&S requirements in accordance with current Navy and local policy ensuring material received through external or internal sources are placed on record and upon completion of work appropriate documentation in accordance with current Navy and local policy to remove assets from record.
  • Conduct required research and prepare documentation ensuring new material being procured or received has been cataloged or Unique Material Number (UMM) required to comply with ERP and OM&S requirements in accordance with current Navy and local policy.
  • Responsible for transactions required through the Navy Enterprise Resource Program (Navy ERP) and Operating Materials & Supplies (OM&S) to include shipping and receiving documentation, preparing and tracking Material Movement Documents (DD-1149’s, DD-1348’s and locally required forms) to receive material in from warehouses or place material on record.
  • Other duties as assigned.

Qualifications

  • Bachelor's Degree with five (5) to eight (8) years of professional experience in government document control, knowledge of government operating procedures and requirements.
  • Experience writing technical documents to include standard operating procedures (SOPs), test plans, maintenance manuals, and other instructional and guidance documentation.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.

Physical Demands

  • Must be able to lift up to 25 pounds.
  • Must be able to stand and walk for prolonged amounts of time.
  • Must be able to twist, bend, and squat periodically.

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
