Qualifications
You must have 1 year (52 weeks) of specialized experience equivalent to the next lower band or level equivalent to the GS-13 in the Federal Service, or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as:
- Expert knowledge of and demonstrated experience in the use of information / data discovery tools, metadata / organization of information resources, web-based resources and other information technologies in order to design and execute advanced searches;
- Providing expert research and advisory services in one or more key areas such as law, legislative activity and procedures, accounting and finance, economics, health service, national defense, or natural resources;
- Providing technical advice and guidance to other specialists, Teams, Offices and/or management officials in the delivery of access to GAO materials and information; and
- Identifying and evaluating new and existing electronic resources and providing recommendations in support of research.
Education
Basic Requirement: In addition to the specialized experience, Applicants must also meet the education and/or experience requirements for the librarian series 1410, as follows:
1. full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

The Center for Library Science (CLS) unit is seeking an experienced professional to serve as a research librarian to perform the following:
- As an agency expert, provides information and reference and research services requiring expertise in one or more key issue areas required by the GAO teams. Performs research on specialized assignments.
- Prepares and develops written objective, scope, and methodology notes, records of research, guidelines, training guides, or Web-based resources relating to key information sources and provides consultative services relating to information sources in one or more areas of agency interest including law, legislative activity and procedures, accounting and finance, economics, health service, national defense, and natural resources.
- Provides authoritative responses to a wide range of reference or research questions, dealing with one or more areas of specialization, from mission teams, attorneys, and sources often outside GAO such as academic institutions.
- Designs and executes searches of advanced complexity using a wide variety of electronic information retrieval systems and other resources. Develops search techniques for handling specific types of requests of varying complexity for use by other staff and outside requesters.
- Advises and provides expert technical advice, guidance, and recommendations to other technical specialists, mission teams, and agency officials in the provision of access to GAO materials and information. Evaluates research results and advises mission teams on the relevance and appropriateness of literature search results as they relate to GAO engagements.
- Identifies and evaluates publications and electronic resources dealing with one or more areas of specialization and recommends additions to the library collections.
- Participates in agency procurement activities, including identifying the need for new databases and data resources, developing statements of work, conducting market research, and developing evaluation criteria, serving on evaluation panels, and assisting in the monitoring of existing contracts.
- Develops and conducts training sessions, prepares and revises user manuals or information sheets, and distributes information on new system capabilities and search strategies.
- Exercises a variety of responsibilities related to collection development and resource evaluation and testing, website development and information architecture, and resource sharing.
- As required, mentors lower banded librarians in the GAO research processes.
- Performs other duties as assigned.
