Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.


  1. Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  2. Shoot, direct and edit video programming for distribution both internally and externally through the Fayetteville Government Channel or other distribution methods as may be determined.
  3. Record live on- and off-site multi-camera government board and committee meetings.
  4. Work closely with a client to develop, create, and produce videos including: promotional, marketing and educational.
  5. Create and edit video content for multi-platform use and distribution including: online, DVD and social media channels.
  6. Manage and prioritize multiple projects while meeting tight deadlines.
  7. Turn around edits quickly and efficiently and deliver assignments by strict deadlines.
  8. Represent the City professionally in all facets - conduct, communication, client interaction and performance.
  9. Effectively communicate ongoing project status with team.
  10. Ensure all video programming assigned is produced in a timely and accurate manner, in compliance with departmental standards for technical and aesthetic quality including directing talent, scriptwriting and choosing filming locations as appropriate.
  11. Maintain proficiency with current video production technology as exists at the City of Fayetteville Television Center.
  12. Maintain an overall broad knowledge of state-of-the-art technology and systems.
  13. Identify, troubleshoot and resolve AV equipment and PC issues.
  14. Ensure City property is handled and transported safely and properly.
  15. Carry out AV equipment setups and strikes in an efficient and safe manner.
  16. Maintain and organize AV equipment, ensuring the storage area is neat, clean and accessible.
  17. Other duties as assigned.

  19. Develop, document and maintain program schedules for the Fayetteville Government Channel.
  20. Program and maintain scheduling operation of telecasting and streaming automation controller(s).
  21. Use good judgment in making decisions on adjusting the program schedule to accommodate the required meetings and respond quickly to changing scheduling conditions.
  22. Maintain, preserve and enhance access to archival libraries for the Fayetteville Government Channel.
  23. Maintain, preserve and enhance access to Video-On-Demand services.
  24. Review and monitor all programming distributed on the Fayetteville Government Channel to ensure it meets applicable departmental technical and aesthetic standards. Authorized to pull programs from schedule as needed to meet applicable standards.
  25. Consult with the supervisor on issues of programming, scheduling and archiving of program material.
  26. High school diploma or GED. Specialized training and two years of related experience.
  27. Valid Driver’s License.
  28. Demonstrated ability to produce video programming and use appropriate judgment related to completion of project to accepted standards.
  29. Experience with studio production, including: broadcasting, live events and video production.
  30. Experience with post production, including: editing, 2D and 3D graphics and versioning.
  31. Experience with nonlinear editing.
  32. Work a flexible schedule and travel and work weekends as necessary, which may include extra hours beyond the regular schedule.
  33. Computer application expertise in Photoshop, After Effects, Adobe Premiere, Media Encoder and other Adobe CC suite applications.
  34. Must have working and operational knowledge of AV equipment commonly used for presentation support, including consumer and professional electronics. Equipment includes, but is not limited to: computers, projectors, PA systems, microphones, mixing consoles, video cameras, video switching equipment, webcasting, lighting and cabling.
  35. Experience with live and remote switching, sound, recording and camera operation.
  36. Base knowledge of signal flow and routing.
  37. Possess strong visual, technical and design sensibilities.
  38. Possess good time management and project management skills.
  39. Technical knowledge of edit systems, camera technologies (as it relates to editorial workflow), codecs and video encoding.
  40. Live production and event experience.
  41. Must be able to add, subtract, multiply, divide and make the necessary time calculations for video productions.
  42. Effectively communicate with others orally and in writing.
  43. Proficient in the use of a computer, studio and field video cameras, nonlinear computer-based editors, studio and field audio equipment and other equipment associated with video and audio programming production and distribution.
  44. Production skills: videography, camera operation, sound, lighting, and quality sound capture.
  45. Have the ability to work independently, displaying initiative and self-motivation as well as function effectively as a team member.
  46. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk and sit; use hands to finger, handle or feel; reach with hands and arms; stoop, kneel, crouch or crawl. The employee must regularly lift up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision and ability to adjust focus.
  47. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts; high, precarious places; and outside weather conditions.
