In this position the incumbent will serve as the senior Information Technology specialist, analyst, and consultant for the planning, development, implementation, and management of enterprise-wide IT programs/policies/processes supporting core business processes. Conducts in-depth analyses and applies analytical IT processes and supporting tools to the planning, design, acquisition, implementation, and corporate program management of new and improved information systems and technologies to meet the business requirements of customer organizations. Serves as the senior advisor and supports/develops/implements action plans and roadmaps for enabling IT capabilities and IT investment strategies in support of the center communication and information goals and objectives. Serves as corporate advisor and supports/develops/implements IT initiatives in support of communications and information across the center. Formulates, coordinates, establishes, and supports methodical and repeatable network management processes, corporate plans, and enterprise software licensing using standard criteria for the center's network management support. Assesses corporate policy needs and develops plans, policies, and procedures supporting AFMC IT activities in support of communications and information goals and objectives. Develops and supports plans for strategic IT initiatives around AFTC's core processes of test and evaluation. Represents the organization at meetings and presents briefings/policy. Leads and/or participates in discussions, meetings, committees and/or special projects. Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with management and user representatives. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work Conducts in-depth analyses and applies analytical IT processes and supporting tools to the planning, design, acquisition, implementation, and corporate program management of new and improved information systems and technologies to meet enterprise DT&E mission / business requirements Serves as the senior advisor and supports/develops/implements strategic vision, action plans and roadmaps for enabling DT&E IT initiatives / capabilities and IT investment strategies in support of AFTC strategic plan goals and objectives Serves as the AFTC Cyberspace IT (CIT) career field manager and corporate advisor for managing and mentoring AFTC CIT career field Assesses corporate policy needs and develops plans, policies, and procedures supporting DAF IT activities in support of communications and information goals and objectives In support of the DT&E Authorizing Official, oversees DT&E Security Control Assessor function ensuring a balance between compliance and mission execution leveraging risk management principles Completes HHQ cyber/IT policy reviews and suggests edits and authors enterprise AFTC and local policies Represents the organization at meetings and presents briefings Requirements Conditions of Employment Qualifications For additional information on direct hire opportunities with the Air Force please click here. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Information Technology (IT) Management Series 2210 (Alt A) positions located here SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03 or equivalent to the next lower grade GS-13 in the Federal Service. Specialized experience is coordinating, advising, planning, and organizing all activities related to the cybersecurity and A&A of the organizations classified and unclassified base network enclaves; perform duties as a senior information technology (IT) specialist providing a wide range of IT and network security services tailored to support critical in-garrison and deployed command, control, and mission information, processes, and systems and providing advanced knowledge and skill in the use of IT systems. Position specific skills and experience desired in a potential candidate Progressive leadership experience at various levels Experience leading diverse teams Current, relevant technical experience Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Knowledge, Skills, and Abilities: Detailed corporate knowledge of IT governance and requirements processes and techniques. Knowledge of AFTC missions and objectives, policy and planning formulation processes, and customers' business processes and operations in carrying out project assignments consisting of several related tasks. Comprehensive knowledge of capital planning and investment management standards and processes, and skill in performing and understanding cost benefit analyses to make sound IT decisions. Comprehensive knowledge and mastery of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, security methods and principles, and IT tools, methods, and techniques, as well as life cycle management concepts, architecture processes, integration techniques, and testing methods. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls. Ability to maintain an up-to-date awareness of technological advances and Internet technology applications and related security aspects, and predict how management and assigned customers can meet future capability requirements. Skill in designing and conducting comprehensive management studies, administrative communications, and preparing solutions to broad, important, and severe customer issues. DESIRED SKILLS: 2 years of experience supervising or leading complex IT projects/operations to include knowledge of Developmental Test and Evaluation (DT&E) test infrastructure and emerging technology Comprehensive knowledge of a wide range of IT principles, concepts, and methods; specializing in one or more IT areas such as enterprise architecture, data analytics, cybersecurity, and software development, 2 years of experience planning, managing and executing an IT budget for a medium sized organization Education Additional Information Air Force Civilian Service Employment Benefits: Paid Time Off: 11 Federal Holidays off per year Vacation time (Annual Leave) accumulates based on length of employment.
