The Strategic Engagement Team provides department-wide support with the creation of coordinated external communications and engagement activities. This includes the triage of emerging issues, implementation of strategic initiatives, project management, and high-level logistical support to the director and department divisions.
This position will lead and coordinate the department's digital online strategies across the web, social media, and other communications platforms. They will be part of the Strategic Engagement Team. This role leads the creation and coordination of digital content to ensure strategic, effective, and consistent delivery of information to the public and to employees. The position will work as a project manager for high-level initiatives. They will manage and support digital-related projects, including website enhancements, social media communities, and content. This position evaluates the effectiveness and impact of communications and engagement through analytics, drafts reports, and provides recommendations to management.
As the Program Communication Coordinator, other duties will include:
Develop and manage department-wide implementation strategies for county and department initiatives, policies, goals, and projects.
Identify and implement effective strategies to communicate and engage with diverse audiences.
Maintain strong linkages and communication with DCHS’ Leadership Team, administrative staff, managers, and line staff.
Prepare, review, and analyze program, division, and department-wide communication policies and procedures. Prepare oral and written reports.
Facilitate and participate in meetings to provide direction, communicate priorities and important issues, build team relationships, problem-solve, and seek input for decisions.
Plan and write a department newsletter.
Work with the County Communications Office to develop and manage social media campaigns, coordinate information and materials for media at request.
Partner with Centrak IT on technology projects associated with communication strategies and process improvement initiatives.
Assist the SET Director and DCHS’s Leadership Team in managing critical, highly visible, and leveraged issues, identifying potential risks, and managing related communications.
Draft messages and speeches for the Director.
Partner with DCHS administrative programs to design, coordinate, and implement high-level internal, employee-focused projects.
Write articles to national and local newspapers and other sources to promote events.
Coordinate purchasing and budget processes for events, materials, registration, etc.
Edit, direct, and produce videos.
Develop video concepts for programs and division-wide messages, for internal and external use.

Minimum Qualifications/Transferable Skills*:
A Bachelor’s Degree or major coursework in Public Relations, Communications, Journalism, or a related field.
Five to Six years of increasingly responsible experience in one or more of the following areas: public information, public relations, news reporting, marketing, communications, or public development.
Strong written and verbal communication skills. Experience with different communications channels like social media. Proficiency in creating content, and the ability to manage project and coordinate communication strategies across various platforms.
Knowledge of strategic planning and implementation, project management, and cultural relations.
Ability to interact and work with a diverse group of people at all levels of an organization.

Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. This position requires the employee to be in the office three days a week. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
