Instructional Designer

to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents. Reporting to the Director of GovEx Academy, the Instructional Designer will work individually and collaboratively with subject matter experts, curriculum developers, instructional designers, multimedia specialists, and technology staff to create and maintain high-quality, accessible instructional content. This includes supporting live event production, Learning Management System (LMS) content management, eLearning development, and support for online and in-person learning experiences. The Instructional Designer will plan, develop, and deliver educational materials for GovEx Academy Programs, with a primary focus on the What Works Cities (WWC) program. The Instructional Designer will play a critical role in collecting data on student progress and coordinating with GovEx subject matter experts to ensure that training content is meeting the needs of participants and partners. The Instructional Designer will also be responsible for designing blended learning experiences through specialized interactions based on new or improved applications in the fields of leadership education and distance learning. A primary focus will be on defining or revising learning objectives and creating or maintaining new training content to ensure a high-quality training experience for our public sector partners. Our ideal Instructional Designer has at least five years’ experience creating and managing educational content for adult learners, a firm grounding in analytical techniques, and experience collaborating with diverse teams, and clients to ensure high quality educational products. All candidates must be systems oriented, self-motivated, and dedicated to results-oriented and data-driven learning experiences. While the position reports to the Director of the GovEx Academy, the Instructional Designer will work closely with teams across GovEx, such as data and performance management experts, research & analytics team, coaching and technical assistance teams, etc. Specific Duties & Responsibilities Apply instructional design theories and methodologies to conceptualize, design, and create interactive learning solutions that target learning objectives and improve performance. Develop, design, and implement blended learning solutions, including self-paced modules, live virtual sessions, hybrid courses, and in-person workshops. Create course materials such as outlines, syllabi, lesson plans, activities, slide decks, assessments, and multimedia resources. Collaborate with the curriculum and content team, subject matter experts, faculty, staff, and external partners and others to tailor content for diverse learners. Facilitate online community forums to support peer learning and interaction during and after learning engagements, including moderating discussions and encouraging cross-city collaboration. Facilitate online courses via Zoom, with integrated translational services. Maintain content in the LMS, ensuring seamless course delivery and user experience. Develop templates and reusable learning assets incorporating high standards of web accessibility. Integrate engagement tools such as Miro, PollEv, Nearpod, etc. to enhance learner interaction and experience. Plan online and hybrid training events using technology platforms such as Zoom. Provide technical support as required to instructors and learners, ensuring smooth training delivery. Assess learner engagement and feedback, collaborating with monitoring & evaluation teams, and partners as required to improve content and delivery. Stay updated on emerging instructional technologies and trends, recommending new approaches to enhance learning experiences. Track participant progress toward certification criteria and other key outcomes, preparing reports that highlight successes and opportunities for improvement. Work with curriculum developers, subject matter experts, faculty, instructional designers, and other stakeholders to enhance instructional strategies. Participate in or develop internal training to upskill the GovEx team on instructional best practices. Assist with document management, scheduling, and administrative functions as required. Perform other duties, as assigned. Special Knowledge, Skills, & Abilities Knowledge of best practices in online education and distance education. Excellent communication skills, both oral and written. Ability to manage multiple projects in a fast-paced environment. Proficiency in MS Office, and G-Suite. High attention to detail and organizational skills. Willingness to research and implement new technologies and tools. Familiarity with engagement software (PollEv, Nearpod) and collaboration tools (Miro, Padlet). Ability to write clear instructions to learners and staff. Minimum Qualifications Bachelor's Degree in instructional design, instructional technology, education, or related field. Three years of progressively responsible experience in course design and development, faculty training, or program/course assessment/evaluation. Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula. Preferred Qualifications Experience designing and/or delivering educational programs for government practitioners, particularly those focused on data-driven governance, municipal improvement, or public sector certification initiatives. Experience performing duties and responsibilities within a high-tech digital environment to adult learners and leaders or non-traditional student populations. Proficiency in e-learning tools like Articulate Storyline, Adobe Captivate, Camtasia, and video/audio production software. Experience with LMS platforms (e.g., Canvas, etc.). Quality Matters (QM) certification. Classified Title: Instructional Designer Role/Level/Range: ACRP/04/ME Starting Salary Range: $64,600 - $113,300 Annually (Commensurate w/exp.)
