The Planning Design Manager will be responsible for leading and overseeing the development, planning, and integration of large Capital Improvement Projects (CIP) related to airport infrastructure. This role requires a high level of technical expertise, regulatory knowledge, and project management skills to ensure that all design efforts comply with FAA regulations, state codes, and environmental policies. This position requires working closely with civil engineers, architects, environmental planners, and aviation consultants to develop comprehensive design strategies for both airside and landside infrastructure. The Planning Design Manager will be expected to coordinate efforts among various departments, regulatory agencies, and stakeholders to ensure seamless integration of the design into airport operations while maintaining compliance with FAA Advisory Circulars (ACs), Part 139, and Part 77 requirements. Responsibilities:
Oversee the master planning and design of airport infrastructure projects, ensuring they align with FAA and local regulatory requirements. Coordinate with architects, engineers, and aviation consultants to ensure design efficiency and feasibility. Ensure all designs adhere to FAA Advisory Circulars (AC 150/5300-13A), Part 77 airspace regulations, and state/local codes. Conduct feasibility studies, environmental impact assessments, and risk analysis for proposed projects. Develop and review technical reports, design specifications, and construction cost estimates. Manage and monitor project schedules, budgets, and risk assessments to ensure timely and cost-effective execution. Serve as the liaison between airport stakeholders, regulatory agencies (FAA, Caltrans, CEQA/NEPA), and construction teams to facilitate project approval and implementation. Provide leadership and technical guidance in resolving complex design and planning challenges. SOX control responsibilities may be part of this role, which are to be adhered to where applicable. Qualifications:
Bachelor’s/Master’s degree in Civil Engineering, Architecture, or Urban Planning. Professional registration preferred (PE, AICP, or Architect License). 10+ years of airport infrastructure planning and design experience. Proficiency in AutoCAD, BIM, GIS, and FAA-approved aviation planning tools. Strong knowledge of FAA AC 150/5300-13A (Airport Design Guidelines). Experience working with Caltrans Aeronautics Division is a plus. The salary range for this full-time role is $140K-$215k per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.
