JOB SUMMARY.

Under the supervision of the Tribal Administrator the Librarian is to manage its library collection and provide library services, within the context of a Learning Resource Center, to tribal communities, patrons and Pauma Tribal staff. Under the direction of the Pauma Education Committee, duties include policy recommendations, departmental planning, and direction and administration of library activities. The position also entails making complex technical decisions about the library, web development , and information services. Supervises staff. This is a flexible position and includes some evenings and weekends.

ESSENTIAL AND MARGINAL FUNCTIONS

Responsibilities and duties may include, but are not limited to, the following:

Library Management:

· Oversee daily library operations including cataloging, circulation, and reference services.

· Develop and maintain library policies and procedures.

· Manage library budget, resources, and supplies.

Collection Development:

  • Curate and maintain a diverse collection of books, periodicals, digital resources, and cultural materials.
  • Select, acquire, and catalog new materials based on the needs and interests of the community and recommendation of the Education Committee.
  • Preserve and promote tribal history, language, and cultural heritage through special collections and archives.

Communication and Collaboration:

  • Communicate regularly with the Education Committee, tribal leadership, and other stakeholders about grant activities, progress, and outcomes.
  • Foster strong relationships with grantors, community partners, and other funding entities to support ongoing and future funding opportunities.

Professional Development:

  • Stay informed about best practices in grant management, attending workshops, webinars, and training sessions as needed.
  • Share knowledge and skills related to grant writing and management with library staff and volunteers.
  • Stay updated on current library trends, best practices, and new technologies.
  • Attend professional meetings, conferences, and workshops as needed.
  • Coordinates bindery and repair activities for library; trains staff on basic repair procedures.
  • Provides reference assistance by helping patrons locate materials and information utilizing electronic and print resources.

Grant Management:

Identifying Funding Opportunities:

  • Collaborate with the Grants Manager for grant opportunities that benefit the library programs.
  • Research and identify potential grant opportunities from government agencies, private foundations, and other funding sources utilizing the Grant Manager.
  • Stay updated on grant announcements and funding trends relevant to library services and community needs.

Grant Writing and Application:

  • Prepare and submit detailed and compelling grant proposals, including narratives, budgets, and supporting documentation.
  • Collaborate with other departments, community organizations, and stakeholders to gather necessary information and support for grant applications.

Budget Development and Management:

  • Develop and manage budgets for grant-funded projects, ensuring alignment with grant requirements and organizational goals.
  • Monitor grant expenditures and ensure funds are used appropriately and in compliance with grant guidelines.

Compliance and Reporting:

  • Ensure compliance with all grant requirements, including deadlines, reporting, and documentation.
  • Prepare and submit timely and accurate grant reports, including financial reports and program performance summaries.
  • Maintain organized records of all grant-related documents and correspondence.

Program Implementation and Evaluation:

  • Oversee the implementation of grant-funded programs and projects, ensuring they meet established goals and objectives.
  • Evaluate the effectiveness of grant-funded programs, collecting and analyzing data to measure outcomes and impact.
  • Provide feedback and recommendations for program improvements based on evaluation findings.

Community Engagement:

  • Plan and implement programs and events to promote literacy, learning, and cultural awareness with the direction of the Education Committee.
  • Collaborate with local schools, organizations, and community members to support educational initiatives.
  • Provide outreach services to ensure library access to all community members.

Technology and Digital Services:

  • Manage and maintain library technology, including computers, digital catalogs, and online resources.
  • Knowledge of library management systems and digital resources (eBooks, online subscriptions, etc.)
  • Provide training and support for patrons in using digital tools and resources.
  • Develop and maintain the library’s online presence through social media and the library website.
  • Design implementation and responsive design;
  • Performance optimization and testing and debugging;
  • API Integration: Connecting the frontend with external data sources or services via APIs (Application Programming Interfaces);
  • Combining frontend and backend;
  • Team collaboration and client communication; and
  • Staying updated.

Administrative Duties:

  • Prepares, directs and controls the expenditure of library’s allocations within the constraints of approved budgets.
  • Prepare reports and statistics on library usage and program effectiveness for the Education Committee.
  • Apply for grants and funding to support library projects and services.
  • Directs the development and maintenance of the library collection of books, periodicals, records, DVDs, and a variety of other library materials.
  • Provides reference services on a regular schedule to tribal library patrons as supervisor of that department.
  • Prepares various kinds of statistical reports about the library.
  • Directs the training and evaluation of library staff and interns and the deputy librarian in technical and administrative library skills.
  • Supervise and train library staff and volunteers.
Requirements:

Education & Experience Requirements:

Education:

· Bachelor's degree in Library Science, Information Science, or a related field. A Master’s degree in Library Science (MLS/MLIS) is preferred.

Experience:

· Previous experience in a library setting, preferably in a tribal or community library.

· Experience with collection development, cataloging, and reference services.

· 2 - 5 years’ experience in professional library and/or information center work.

Qualifications:

· Must have a valid California Driver License and be eligible for the Tribe’s auto insurance policy.

· Must pass a security background check and drug screening.

· Candidates must have experience in an academic, research or special library setting; understand the latest professional cataloging and classification rules, plus library processing conventions; have an ability to multitask and manage details; thorough knowledge of contemporary bibliographic-maintenance standards and practice, including the Library of Congress subject headings, OCLC/MARC records;

· A positive attitude and enthusiasm for innovation and a changing environment are necessary.
