Job Summary:

The GIS Manager will direct all activities of the GIS department, including supervising and managing the GIS staff, some of whom are geographically separated. The GIS Manager is responsible for ensuring that GIS needs throughout the company are met in an effective and efficient manner. They will set the vision and goals for the department, working in close coordination with the IT department to leverage technology, act as the GIS Infrastructure/Enterprise platform administrator, and investigate new GIS applications. Additionally, they will recruit and train staff, develop and manage annual budgets for the department, negotiate contracts, and maintain close communication with internal customers.

Supervisory Responsibilities: Manages 2-5 staff members Duties/Responsibilities:

Manages the overall GIS strategic vision of the company. Provides on-site management and direction of services to develop, install, integrate, and maintain a business-wide standard GIS platform. Recruits and hires new team members. Oversees the professional development of the GIS team. Handles administrative aspects of leading a department, including writing and conducting performance reviews and budget development/execution. Coordinates GIS software and hardware needs with the IT department and collaborates with them to resolve service disruptions. Vigorously seeks areas of opportunity within the business to create a competitive edge using GIS technologies. Works closely with various departments and disciplines to support their GIS needs. Negotiates contracts. Performs other related duties as assigned. Required Skills/Abilities:

Strong analytical and problem-solving skills for interpreting complex spatial data and generating actionable insights. Proven leadership and team management skills, with experience in supervising and mentoring GIS professionals. Excellent project management skills, including budgeting, resource allocation, and timeline management. Strong knowledge of geospatial data acquisition and integration techniques, including remote sensing and GPS data. Proficiency in programming languages relevant to GIS, such as Python, SQL, or JavaScript. Extensive knowledge of Esri's Enterprise GIS Platform, including ArcGIS Pro, ArcGIS Server, Portal for ArcGIS, and ArcGIS Online Strong communication skills, with the ability to present technical information to non-technical stakeholders and collaborate across departments. In-depth knowledge of industry-specific GIS applications, such as pipeline systems and data models (PODS). Experience administering versioned multi-user geodatabases, particularly SQL-based systems. Commitment to staying current with GIS technology trends and advancements. Proficient in MS SQL database management and SDE administration. Ability to communicate professionally and maintain positive working relationships with all employees. Education and Experience:

Bachelor's degree in GIS, geography, computer science, or a related discipline, with 5+ years of relevant industry experience Experience working in the Microsoft Azure environment Experience with the ESRI Utility and Pipeline Data Model (UPDM). Familiar with pipeline data model attributes and pipeline as-built records associated with construction, maintenance, modification, and repairs. Strong project management experience, with excellent interpersonal, organizational, and leadership skills. Experience with Esri apps such as Survey123, Collector for ArcGIS, Explorer for ArcGIS, Operations Dashboard for ArcGIS, and Workforce for ArcGIS. Certifications:

Travel:

Travel required locally or long-distance up to 20% of the time for work-related meetings and functions.

Equipment:

Computer, computer software programs and peripherals, resource materials and equipment, copier, fax, and other equipment applicable to the position.

Mental and Physical Demands:

General office and sedentary. Regularly required to sit; use hands to handle or feel; reach with hands and arms; and talk or hear. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. Walking, standing, stooping, bending, pulling, and pushing; occasional: lifting/carrying, pulling/pushing up to 30 pounds.

Maintain emotional control under stress, work with interruptions and deadlines.

May work evenings, weekends, and holidays as needed.

Environmental Factors:

Occasional exposure to biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.). Occasional exposure to weather related conditions when working in an outdoor environment.
