Summary This position is located in the Film Laboratory Unit, Preservation Services Section, National Audio-Visual Conservation Center, Researcher and Collections Services in Culpepper, VA. The position description number for this position is 461295. This is a supervisory, non-bargaining unit position. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. Responsibilities The National Audio-Visual Conservation Center (NAVCC, Culpepper, VA) of the Library of Congress is responsible for the acquisition, processing, preservation, duplication, and reference services for the audio and motion picture collections of the Library. These collections consist of film, magnetic tape (audio and video), digital file, disc, wire, and cylinder recordings and associated catalogs, indices, scripts, contracts, agreements, and logs pertaining to the collections. The NAVCC maintains fully equipped laboratories to handle the recording, preservation, and duplication of these materials. Supervises a group of employees performing work at the GS-12 level or below. Provides administrative and technical supervision relevant to the staff supervised. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Provides direction, inspiration, and guidance that nurture the strengths and talents relative to the staff supervised. Leads with a clearly articulated vision, ensuring that staff in the unit understand how their individual efforts contribute to the mission and goals of the NAVCC and the Library. Ability to communicate clearly, concisely, and tactfully, listens attentively and patiently that enables sharing valuable information, asking intelligent and relevant questions, soliciting input and ideas, and clarifying misunderstandings. Serves as an effective advocate for staff, getting the resources needed to complete work assignments, recognizing achievements and strengthening motivation by providing development opportunities and meaningful goals and challenges. Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically officially evaluates employee performance. Resolves informal complaints and grievances. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. As a specialist in motion picture laboratory preservation, the incumbent establishes standard procedures to ensure the highest quality work for both photochemical and digital workflows. Applies technical expertise in digital preservation and restoration techniques to identify hardware and software solutions and to create efficient workflows to maximize throughput while maintaining quality and meeting deadlines. Oversees the operations of the photochemical film laboratory and ensures that staff are productive while satisfying quality and delivery goals. Ensures the proper control of film preparation, printing, and developing to ensure that they meet archival standards. Keeps abreast of and applies new and improved motion· picture laboratory techniques gained through active association with relevant professional associations. Recommends to management changes in funding, staffing, or expenditure of resources to accomplish the mission of the laboratory. In performing the duties of this position, the incumbent exercises care to ensure that government property, especially Library collection material and laboratory equipment, is properly handled and kept secure to avoid loss or damage. Identifies maintenance, equipment, and service needs for the laboratory. Analyzes and resolves complex organizational or program-related problems or issues in developing and maintaining relationships with various agency stakeholders in the government, private industry, and academic institutions. Formulates policies and procedures governing the organization's liaison activities for application across organizational lines. Also serves as a liaison between the Library and other similar institutions involved with preservation of motion picture films. Independently plans and executes major liaison activities. Develops and implements plans designed to enhance relationships with targeted stakeholders. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
