JOB SUMMARY
Assist Public Works Department (PWD) Engineers with components of engineering projects, performs basic technical civil engineering functions within scope of authority and training in assigned area of responsibility, apply acquired knowledge and skills, and make technical decisions within defined procedural limits under basic supervision.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:
- Assist in the design, planning, coordination, and inspection of assigned components of PWD engineering projects and perform work within scope of authority and training in assigned area of responsibility.
- Assist engineering staff as needed, assist with the preparation of engineering designs, graphics, specifications, and PWD project estimates, research plans and technical documentation to acquire information needed for the management of PWD projects, and assist with safety inspections and on-site project evaluations.
- Perform research, analysis, and evaluations of designs, plans, reports, specifications, and estimates and review plans, specifications, proposals, and project documentation to maintain PWD quality standards.
- Maintain and update computer files, tracking systems, and databases, write various technical documents and reports, and make technical estimates of a specialized nature in connection with various projects.
- Conduct traffic, flood control, and engineering research by compiling and calculating field data and examine project plans for technical accuracy and compliance to design standards.
- Prepare and maintain technical reports, work logs, maps, and documents for engineering projects, maintain contractor and procurement files, and prepare reports and estimates.
- Assist in preparing and compiling bid documents and specifications, documenting scope of work, and soliciting bids and quotes and assist with contracts and purchase agreements for services and material.
- Research engineering records, products, materials, equipment, methods, and vendors.
- Produce draft drawings and plans for civil engineering projects, using Computer-Aided Design and Drafting (CADD) and Geographical Information Systems (GIS) software.
- Follow all safety rules and regulations, utilize proper safety precautions in all work performed, and report safety hazards, equipment problems, and emergency situations to supervisor immediately.
- Ensure that the Pinal County Traffic Signal and Street Lighting systems are inspected, installed, and operating efficiently and safely for the traveling public.
- Monitor the operation and timing of signal control equipment.
- Perform routine and emergency maintenance and new construction of Traffic Signal Systems.
- Respond to Traffic Signal emergency repairs as needed.
- Locate street light, signal, interconnect, and traffic signal wiring for contractors and utility companies.
- Interpret maps and drawings and operate electronic locator (Blue Stake).
- Maintain absolute confidentiality of work-related issues, customer records, and restricted County information.
- Perform other related duties as required.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- High school diploma or GED equivalent.
- Four (4) years of construction and building trades experience.
- Valid Arizona State Driver's License.
- Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
- National Institute for Certification in Engineering Technologies (NICET) Level I certification.
- Additional specific technical training and certification may be required for some incumbents.
- One (1) year experience using Accela, or similar permit tracking software and office software.
- One (1) year experience using Geographic Information Systems (GIS).
- Four (4) years experience in customer service and/or working with the public.

- Knowledge of county geography, traffic patterns, streets, landmarks, and PWD facility locations.
- Knowledge of personal computers utilizing standard and specialized software.
- Skill in reading and understanding plans, specifications and schematics.
- Skill in interpreting technical information and producing basic engineering drawings and technical reports.
- Skill in making accurate mathematical computations.
- Ability to promote and enforce safe work practices.
